Thus, he handed out to the City Council his State of the City Report. The Report is attached to the minutes to be part of the public record. The Mayor deferred to the Administrator to give his report at this point in the meeting. 8. FIRST STATE OF THE CITY REPORT - MAYOR McCARTY Nelson reminded the Mayor that the City 9. PUBLIC HEARING had set a public hearing for 7:40 P.M. PROPOSED ORDINANCE 294 on the second reading of the Proposed Ordinance Change No. 294 Amending Chapter 40.06 Subdivision B, Sub 3. Mayor opened the public hearing at 8:10 P.M., and Nelson read the proposed Amendment Change. Mayor called for any public response to the Amendment Change and upon hearing none, closed the public hearing at 8:14 P.M. Mayor asked if there were any questions by the City Council over this proposal. No questions were raised by the Council. The City Attorney noted that the City could act on the proposal since it met the requirements of the Charter and that it would take a 4/5 vote of the City Council because it was a Land Use matter. (Note Councilman Rowley arrived at 8:14) Councilman Hodges moved to adopt Ordinance No. 294 Amending Chapter 40.06, Subdivision B, Sub 3 as submitted. It was seconded by Councilman Rowley. Mayor McCarty noted to Councilman Rowley that the City Council had given their report and asked if she had anything to state at this time. Councilman Rowley stated that there had been a proposed meeting with Ramsey County Board and a Lakeside Park Commission over the acquisition of Lake- side Park. Unfortunately, only three 10.
