Nelson noted that because of bond
market it had gone over the statuatory
7% limit, the bond would have to be
replaced privately and the City's bank
agreed to a 7% loan to the City for this
bond period. The City Attorney spelled
out some of the conditions pertient
from 444.075. He also reiterated Nelson's
point that the City would be replacing
it privately and would authorize to do
so up to $100,000.00. He also stated
that the City would need to develop
over the next several years a contin-
gency fund to handle similar problems
in the future. Ziebarth moved to
adopt Resolution 1085, and was seconded
by Hodges.

Nelson provided the City Council with 17. 1980 TREE SERVICE
background information reference the BID AWARD
Tree Service Bid Award for the removal
of Dutch Elm and Oak Wilt diseased
trees for the year 1980. He had pre-
viously submitted a memo from the
Parks & Recreation Director regarding
this matter. Rowley moved to approve
the 1980 contract to Arps Tree Service
and it was seconded by Ziebarth.

The City discussed awarding a contract 18. NORTHWEST ASSOCIATED
to Northwest Associated Consultants for CONSULTANTS
the continuation of the City's Compre-
hensive Plan Update. Concern was ex-
pressed that the City still had an
unclear understanding with Midwest
Planning as to whether they are capable
of completing the contract originally
signed. Council decided to wait until
this matter could be resolved before
signing a new contract.
Nelson brought to the attention of
the City Council the information re-
garding Stanton Associates, Inc. and
the requested references. Mayor McCarty
and Nelson had attended a legislative
conference where the mayor had an oppor-
tunity to talk to a municipality that
had used Stanton Co. in the development
of a compensation study. The Administra-
tor noted that the communities that he
had talked to who had used this firm
