Based on his study he felt that the City might want to consider amending its collection policies for utilities. The Mayor reminded the Councilme ber that Proposed Resolution 1091 addressed that issue and the Council would be taking some action on it later in the evening. Ziebarth noted that the Park Commission 9. COUNCILMAN ZIEBARTH'S REPORT would begin holding public hearings during the month of April on their Comprehensive Plan. The purpose of those public hearings were to solicit public input regarding both the plan and the development of the City's Park System. Ziebarth noted that March 15, 1980 would be the Ramsey County Extension Committees Green Life Gardener Day and that if the public was interested that they could contact the County to get further infor- mation. Councilmeriber Ziebarth proposed that the Council Meetings could be shortened by ending the submittal of new information by 11:00 P.M. Council felt that this was generally a good idea. Ziebarth then moved that no new business be introduced after 11:00 P.M. during a Council Meeting. It was seconded by Rowley. The motion carried. 5 ayes 0 nays The Mayor noted that the City was beginning its second reading of Proposed Ordnance 295 /Chapter 26 of the City's Municipal Code. Mayor said that the City's Charter Commission had reviewed the Proposal and had raised some con- cern over 26.09. To that end the Commission,through the Mayor (the Charter Commission's liaison to the Council) suggested language modification :to that provision.- City Attorney noted that he had received a copy of that Proposal but only prior to the meeting and had not had a chance to review their suggestions. 10.
