Rowley seconded the motion. 5 ayes The motion carried. 0 nays Nelson explained that the City had received two (2) Bids pursuant to the Standards established by the City Council for Bid Openings on March 7th at 9:30 AM. The two (2) bids were Allied Blacktop Co. and Northern Asphalt. Both had Bid Bonds and the Bid amounts respectively were $26,794.07 for Allied Blacktop Company and $35,995.95 from Northern Asphalt. Nelson explained to the City Council that both bids were significantly higher than was allocated in the 1980 Revenue Sharing Program. He noted that the City could defer their decision until until the 24th of March in order to receive additional input from the City Staff at their 17th Meeting. Council concurred with that and requested the Public Works Superindent provide him information by the 17th of March. No decision was made on the Award of Bids on Sealcoating. The Public Works Superintendent had asked Nelson to bring up to City Council the Weight Restriction Requirements. The Council expressed that they generally want to follow the procedures that were used in 1979. Forslund moved to restrict the vehicle traffic by weight in the City on municipal streets between March 15th and May 15th of 1980. Vehicles that are allowed to exceed the weight restriction are School Buses, Garbage Trucks, Emer- gency Vehicles, Fuel Trucks, and Municipal Equipment. LEAA GRANT had received a Request for Joint Powers between a number of Ramsey County Suburbs to provide an opportunity to increase funds available to the suburbs concerning the LEAA Grants. He would go into more detail concerning this on the 17th.
