The Mounds View City Council was called 1. CALL TO ORDER
to order at 6:45 p.m. on March 31, 1980,
by Mayor McCarty. (This meeting had been
announced at the March 24th meeting.)
Members Present: McCarty, Forslund, 2. ROLL CALL
Rowley, Hodges and Ziebarth.
Also Present: Finance Director Brager,
Clerk - Administrator Nelson, were present
from the City Staff.
The Council was reminded by the Director 3. VACANCY IN SR. ACCOUNTING
of Finance that he had a vacancy as a CLERK POSITION
result of a resignation on his staff -
the position of Senior Accounting Clerk.
He had previously prepared a memo regard-
ing this matter, which the Council had
held over until March 31, 1980.
Brager explained that he felt the position
should be upgraded to City Accountant to
assist him in many of the financial matters
now facing the City as outlined in memos
from Brager dated March 28th and April 4th.
He asked the Council to separate the posi-
tion from the salary, to determine if the
position was justified in the Council's
mind. If so, then the salary issue could
be established.
A question was raised on what the impact
would be on the other employees by
creating this position. The Staff re-
action, it would be minimal if coupled
with Compensation Study.
There was a question asked concerning
the difference between the requested
position, City Accountant and Senior
Accounting Clerk. The Staff's response
was education (college degree) versus
certificate and experience. Also, it
was felt that less supervision would
be needed.
