He further stated that the Staff had submitted to the Council a resolution which contained standards for issuing these types of bonds. He encouraged the Council either to adopt standards or establish a policy rejecting the concept at this time. No action was taken by the Council. The Council recessed to attend a League of Women Voters meeting which were discussing hazardous Waste. Upon return from the League of Women Voters meeting, the City Council took up the Administrative Code which was submitted to them. Nelson explained the methodology which is used to develop the Code which was review of the City Ordinances, Charter and Job Description. He put the information contained in those documents into a format which was used in the Admini- strative Code that he developed for his previous community. No action was requested at this time, however, the City Council directed that the department heads respond to the City Council by April 7th, in writing, comments concerning their respective position. Council further felt that this document may be adopted by the 28th of April. 6. INDUSTRIAL REVENUE BONDS RESOLUTION 7. NOTE - 8:00 P.M. 8. ADMINISTRATIVE CODE Nelson explained to the City Council 9. RECORDING SECRETARY that advertisements had been made for the replacement of the Recording Secretary for both the Planning Com- mission and City Council. The Staff had only received one application and the Building & Zoning Official had interviewed the individual. Nelson noted that the new applicant felt that $50.00 per meeting would be the minimum by which they would consider the position, which was $10.00 more than as in previously budgeted for.
