The Mayor noted that the residents involved in the process at that time were not certain they wanted to be officially involved because they were not sure what their level of input would be. As it turned out, people did go voluntarily. The Council, however, did not formally or informally send any representatives. Mr.Loeding raised another issue regarding the availability of the minutes for the public to peruse. After much discussion, the Mayor stated the council minutes would be available to the public the Friday before the regular Council meeting. This would allow the weekend for perusal and study. The entire Council supported the Mayor's statement. Councilmember Rowley made a motion to defer the reports of agenda item #5 until later in the meeting and to go on to agenda item #6. Tom Zumbwald, architect for the project, reviewed the building and site layout with the Council. Councilmember Ziebarth questioned him regarding the provisions for handicapped entrance to the building. Zumbwald responded that parking areas, access to the building (1st floor), and the bathroom facilities were all in compliance. The 2nd floor would not be accessible, but because of the function of that floor (administrative offices), this should not present a problem. DEFERRED UNTIL LATER IN THE MEETING 7. DEVELOPMENT PROPOSAL -WOLF & ASSOC. Resolution 1101- Resolution Setting Guidelines for the Issuance of Tax Exempt Industrial Development Bonds or Loans by the City. The City Attorney pointed out that this proposal was two -fold: 1)The approval of the development proposal, 2) The approval of the tax - exempt financing. The Mayor stated he would like to resolve the IRB matter first to have some type of guidelines available for this proposal. This 'should be available when the Wolf and Associate proposal will again be addressed at the May 4th meeting. It will be the first agenda item scheduled to begin at 7:00 P.M. The Mayor asked that representatives from Wolf and Associates be available and they responded that they would. (If there is going to be a public hearing, it will probably be scheduled for May 27th).
