PUBLIC HEARING u-Zicial Rose briefly reviewed past Planning Commission comments and actions on this request. Mr. Keith Carlson, President of Brooks Superette, had submitted a request to the Planning Commission at the August 8, 1980, meeting for a development controls review and a conditional use permit for the property on 2390 Highway 10. At that time, the Planning Commission had asked Mr. Carlson to reconsider his site plan with some specific suggestions from the Commission. Mr. Carlson reviewed the recommendations with his architect and submitted a revised plan to Staff on August 13, 1980 with improvements for the access parking, circulation of vehicles, and the screening along the south property line. The Commission approved the final revised plan received by the City on August 18, 1980 with require- ments for exhibits, bonding amount, and moving the fence to the east a distance between 30-50 feet as specified by Staff totaling 250 feet to the east from that point, at their September 3, 1980 meeting. City Engineer Boxrud briefly reviewed the site plan, noting that he had met with the developer and surveyor, and that the drainage requirements were met for Resolution 983. Keith Carlson (President, Brooks Superette) and Jack sh (architect for Brooks Superette) were also present at ').,ne public hearing. THE PUBLIC HEARING CLOSED AT 8:00 P.M. THE REGULAR CITY COUNCIL MEETING RE-OPENED AT 8:00 P.M. MOTION: Ziebarth made a motion, seconded by Hodges, to adopt Resolution 1158 (Approval of Development Agreement No. 80-38) and Development Agreement 80-39, Exhibit 2A and to dispense with the readings. Ayes-5 Nays-0 Official Rose noted that the site plan would be amended with the fence requirements as set by the Planning Commission on September 3, 1980. MOTION: Rowley made a motion, seconded by Forslund, to approve the licensing of Scott Builders, in the City of Mounds View.
