Ayes -4 Nays -0 THE MOTION CARRIED. The Council recessed for a break at 9:09 P,M. The Council reconvened at 9:24 P.M° MOTION: Rowley made a motion, seconded by Hodges, to reconsider Ordinance 298 (1980 Long Term Financial Plan). Ayes -4 Nays -0 THE MOTION CARRIED. MOTION: Rowley made a motion, seconded by McCarty, to read the Ordinance 298 minus the MSA project funds for 1982 -83 and to waive the reading. Ayes - Rowley, Hodges, Forslund, McCarty Nays -0 THE MOTION CARRIED. Councilmember Rowley noted that she had changed her original vote (to break the tie vote) because she would not be on the Council next year. She also stated she still felt the MSA project funds should be included in the Ordinance. The Council then complimented Clerk- Administrator Pauley on his efforts to provide a long term financial plan in a short period of time. Parks and Recreation Director Anderson reviewed his 12 -5 -80 memo to the Council regarding the disposition of the Spring Lake Beach and Lakeside Park. MOTION: Rowley made a motion, seconded by Forslund, to adopt Resolution 1208 (requesting the deed for Lakeside Park be turned over to Ramsey County) and to waive the reading.
