It has been maintained that the mayor should represent the Council in the
Newsletter. Section 2.06 of the Charter specifies that the mayor shall
preside over council meetings, not represent the Council, and specifies
under what circumstances the mayor will act as head of the city government.
(Note that in these circumstances "city government" includes more than the
Council.) In any case I will not be a party to deception of the public
through use of the name of the mayor as a front for the Council.
Finally, it would be appropriate for complaining councilmembers to remember
that I went to the trouble and personal expense of putting out a flyer in
order to avoid any charge of unfair advantage where individual council-
members were involved.
