extend the principal that new development should pay its own way to other
tility services in order to make sure that the residents are not left
holding the bill.
Much of what we do in local government involves routine or actions that
may be important to individuals but which do not have city wide impact.
What makes the three issues I have cited different is they could mean
many thousands of dollars to each resident. Consequently, it is here that
