Attorney Meyers and Administrator Pauley pre-
sented some discussion items to the Council
regarding the wetlands ordinance.
Administrator Pauley listed four items that the
Mounds View wetlands ordinance may control:
1. Nutrients
2. Sedimentation
3. Storage
4. Wildlife
Pauley also noted that if an engineering firm
was enlisted to make these determinations, they
should have sufficient credentials to be able
to identify these four areas. The extent of the
study would be determined by the restrictiveness /
non - restrictiveness of the ordinance.
Attorney Meyers informed the Council that the
presently proposed ordinance would prohibit any
development of wetlands #2 -#8. He suggested
the possibility of listing wetlands #2 - #5 as
prohibiting any development and wetlands #6 -#8
could allow some development by conditional use
permit. He also asked Council if the City would
want to obtain an engineering study to identify
what would be controlled by the wetlands ordinance
and what classifications would be needed to
achieve that purpose.
Neil Loeding, Planning Commissioner, also present
in the audience noted that the cost of this pro-
posed study should be considered carefully before
implementation.
In summary, Administrator Pauley noted that to
evaluate the present conditions of the wetlands
identified in the Rice Creek Watershed study, the
following factors would have to be considered:
1. The amount of runoff contributing to the
wetland from the drainage area and the
capacity of that area to handle that water
for storage,
2. The sedimentation
3. Select the engineering firm with the
capability of analyzing the wildlife.
4. Determine what wetland types designated
#2 - #8 are absolutely needed.
5. What wetlands currently exist that would
allow some future development to occur.
