Mayor McCarty:
1. The Suburban Rate Authority met on January
21st and Mayor McCarty stated there is some
preliminary work that the city staff will be
doing to prepare for future discussion with them.
2. The Mayor discussed the special meeting
held on January 25th where they viewed the St. Croix
Girl Scout Center and also had an opportunity to
discuss goals and policies for the new council.
He will be reporting on this soon (possibly
submitting the report for next week's agenda
session).
Mr. Miller (Development Proposal Case 47 -80)
interjected at this point asking Council if his
hearing scheduled for March 9th could be scheduled
sooner than that. The Council indicated to Mr. Miller
that they could not act on unapproved minutes of
the Planning Commission. The Planning Commission
would approve the minutes of their January meeting
on February 9th and the Council would then set the
hearing for March 9th.

Clerk- Administrator Pauley: 17. REPORT OF THE CLERK -
ADMINISTRATOR
1. He distributed some copies of pages that were
missing from the code book to the Council.
2. He is a Suburban Rate Authority Subcommittee
member and the Subcommittee is trying to determine what
level of authority they should take in the Metropoli-
tan Waste Control activities, particularly the rate
structure. There will be a tour of the Pig's Eye
plant on January 29th at 1:00 P.M. if council members
or department heads are interested in attending.
3. He reviewed the content of his administrative
newsletter that Council received on January 26, 1981
regarding the Fire Department contract negotiations.
The Fire Department's concerns were that they do not
have other sources of funds other than the contract
payments from the three cities and the Anoka /Blaine
Airport. If their expenses should exceed their
budgeted revenues, they would be unable to tap into
other sources of funds to assist in these cost over-
