agreed the contract should contain language
allowing for the re- negotiation of the budget
and the cities' annual payments should their
expenses exceed their revenues during their
fiscal year. No guarantees would be made that
these payments would be increased but it would
give them an opportunity to seek additional
funds. Also, the administrators agreed a
contingency fund should be created which would
be maintained at the $20,000 level through
budget surpluses, miscellaneous income, and
if necessary, additional levies to the cities.
(Mounds View's contribution would be $6,000
established in the 1982 budget).
(The Council concurred that they supported
Administrator Pauley's direction in this
matter). Councilmember Doty stated that
he did not concur with the $20,000 contin-
gency clause as outlined.
MOTION: Doty made a motion, seconded by
Forslund, to adjourn the January 26, 1981
meeting.

Nays -0 MOTION CARRIED.
Meeting adjourned at 10:12 p.m.
