SPECIAL COUNCIL MEETING
City of Mounds View
February 5, 1981
The Special Council Meeting was called 1. CALL TO ORDER
to order at 6:07 p.m. by Mayor McCarty.
Members Present - Councilmembers Forslund, 2. ROLL CALL
Blanchard, Doty, Hodges, and Mayor McCarty.
Others Present - Clerk - Administrator
Pauley.
Mayor McCarty opened the meeting by indi-
cating that its purpose was to discuss with
Clerk- Administrator Pauley the draft policy
guidelines developed by the City Council
during their January 25, 1981 work session.
The City Council discussed with Clerk -
Administrator Pauley the employment of a
receptionist and instructed him to evaluate
the possibility of obtaining sufficient
coverage of the position through the DECA
program in the Mounds View School District.
Administrator Pauley was also authorized to
hire part -time assistance, not to exceed
3 days per week, in this position until the
City Council made a formal decision regarding
the employment of a full -time receptionist
or the use of part -time high school students.
MOTION: Councilmember Doty made a motion,
seconded by Forslund, to increase the
salaries of the Public Works Director and
Utility Billing Clerk to an average of 9%
over the base 1980 salaries for the
positions retroactive to January 1, 1981.

MOTION CARRIES
The City Council discussed in detail the
remaining 12 policy guidelines making
modifications where appropriate and agreed
that a final draft of these guidelines be
presented to the Council by Mayor McCarty
for their final approval.
