MAIN MOTION: McCarty made a motion, seconded by
Forslund to refer to changes for the development
agreement to the attorney for review and to make
a recommendation for their final action at the next
regular meeting.
Ayes -4 Nays -0 MOTION CARRIED.
Councilmember Doty noted that Mr. Buzzel needed
final approvel as soon as possible in order to
start the project. Mr. Ken Sjodin, local real estate
agent representing Mr. Buzzel, noted the proposed
changes and indicated he had no difficulty with them.
He further stated that he was aware the agreement was
initially approved in August, 1980 when the charter
was in effect. He also noted that only change in
this agreement was that an easement was being moved
from the front to the back.
Clerk - Administrator Pauley noted that the attorney
had not yet reviewed this revised document and that
staff was not prepared to make specific recommendations
regarding the changes until this was done.
AMENDMENT TO THE MAIN MOTION: Doty made a motion,
seconded by Forslund to approve the amended contract
for Development Agreement 79 -28, Gale Addition - Clayton
F. Buzzel Homes as presented by Councilmember Doty.
Ayes -4 Nays -0 MOTION CARRIED.
Mayor McCarty introduced Senator Don Frank to the Council
and audience. Senator Frank addressed some specific
issues /bills pending in the Legislature at this time.
Among them were bills regarding:
A. Charter Commission minutes public availability.
B. Seller (non- dealer) vehicle transactions.
C. Shelters for battered women.
D. Adjustment to the Domestic Abuse Act.
E. Proposal to increase bonding for Northwest
Orient at Metropolitan Airport.
F. Reinstatement of educational funds.
G. Worker compensation bills.
H. Rules of bond counsel.
Mayor McCarty thanked Senator Frank for updating the
Council on this information and also for his efforts,
availability, and particular stand on issues important
to Mounds View residents.
