Parks /Recreation and Forestry Direction Anderson discussed in length Item F of the Consent Agenda. He stated that up until four months ago Lakeside Commission had managed the beach, but that the management and administration of activities would be taken over by the City of Mounds View and that the day to day maintenance of the site would be done by the City of Spring Lake Park. George Gustafson, 8391 Spring Lake Road, asked who holds the title for the property. Mayor Duane McCarty stated that the title was held by Playground, Inc. Discussion in length took place regarding the park. MOTION: Councilmember Forslund made a motion, seconded by Councilmember Doty to approve Item F of the Consent Agenda and to waive the reading of the Resolution. 5 ayes 0 nays MOTION CARRIED. George Gustafson, 8391 Spring Lake Road, asked 8. if the Council would bring them up to date of what has transpired at previous public hearings. Mayor McCarty discussed the previous hearings. Attorney Meyers stated that the Ordinance in question restricts the parking of over one ton trucks on private property in residential districts. He discussed the proposed changes. George Gustafson, 8391 Spring Lake Road, asked if unrestricted parking 15 feet off the streets was going to be allowed. He stated that he feels that it would be a big mistake. He stated that it would be bad for appearances in the Village. He stated that he has sold real estate for the past 20 years, and that people that want to sell their homes that have neighbors with trucks, would have to probably drop the asking price of their house $10,000 to $15,000. He feels that consideration should not be given for big trucks parking within residential areas. Harold Finney, 7624 Spring Lake Road, stated that he owns a dump truck, that it is not a road truck and that his truck is no larger than many recrea- tional vehicles. Tom Foster, 2516 Ridge Lane, agrees with the statements that were made by George Gustafson. 2nd Read of Ordinance No. 303 - Amending the Municipal Code of Mounds View by amending Chapter 81, Entitled "Parking ".
