Clerk /Administrator discussed the report on Judicial Ditch No. 1 located at 2208 Lois Drive. 15. Judicial Ditch No. 1 at 2208 Lois Drive. Attorney Meyers stated that the ditch is owned by the Rice Creek Watershed District, and that they have the right to maintain and repair judicial ditches. Summary of Discussion: - It was stated that the cost of repairs would be $500.00. - Copies of the budget and sources of funds available by the Rice Creek Watershed District for this repair to be obtained for review by the Council. - Concern regarding the possible setting of a precedent with the City doing the repairs. Mayor McCarty discussed the letter from Fred Jenness, Minnesota Pollution Control. Clerk/ Administrator Pauley stated that the application needs to be submitted by the end of August. MOTION: Mayor McCarty made a motion, seconded by Councilmember Forslund to direct staff to send a letter to appropriate engineering firms seeking proposals for the performance of Infiltration/ Inflow Study. 16. Consideration of Staff Memorandum regarding Infiltration /Inflow Analysis of Sanitary Sewer System. Attorney Meyers discussed the Airport Commiss- 17. Report of City Attorney. ion's Rules and Statutes relative to public hearings. He stated that funds expended to support the action from a minor to an inter- mediate air field would require holding public hearings. Further that contrary to this law they are constructing an intermediate instead of a minor field without going through the processs. Attorney Meyers stated that Barbara Haake had asked for advice on preparing a referendum. He did tell her that the petition has to be deter- mined sufficient within 30 days, and that the Council has to determine the sufficiency.
