He summarized the Planning Commission's action from their last meeting. He stated that the site plan was taken from the original concept approval that had been given a year and a half ago. It is scaled down from the original proposal, from 20,000 sq. ft. to 3,580 sq. ft., with a future building and expansion planned for. He added that the Planning Commission recommends the property be rezoned to B -2 from B -3, with a public hearing to be held and notices sent to the effected property owners. Ron Erickson, the architect representing Sahara Investment Company, gave a lengthy presentation of the proposal, showing how the plan had been scaled down from that which was originally approved, and what improvements had been made. He stated that the owners and the Bank were not opposed to rezoning to B -2 but that they were concerned with the time element involved as they had bids they had to accept by June 30. He requested approval from the Council to start construction, and then come back for a public hearing for the rezoning of the future develop- ment. Wayne Burlingame, President of 1st State Bank of New Brighton, showed an artists sketch of what the facility would look like. He stated that they have many customers in Mounds View and that the proposed bank would be a definite convenience for them. Official Rose noted that the Planning Commission asked that the City Council deem who would receive notices of the public hearing, indicating that they should perhaps cover more than the required 350 ft. and be sent to residents on Red Oak Drive and Hillview. There was considerable discussion between the applicants, members of the Council and the audience as to the traffic that would be generated by the bank, the rezoning, and if a public hearing was required before any permits could be issued.
