ayor McCarty asked for a clarification of the
cost estimates for Phase 1 development of
Silver View Park. Park Director Anderson
explained that they would be controlled through .
the bid options.
Motion /Second: Doty /McCarty to approve Item G
of the consent agenda, and waive the reading.

Mayor McCarty questioned if the developer
planned to develop the entire plat as it
was originally developed. Mr. Eigenheer
replied that he did.
Keith Nelson, an engineer representing Mr.
Eigenheer, gave a presentation of the
proposed excavations of the plat, and
answered the Council's questions of how
the run -off would be handled. He stated
that they would be following the guide-
lines of the Ramsey County Soil and Water
^ onservation District.
,,ouncilmember Doty stated he was concerned
with control for Resolution No. 983. Mr.
Nelson replied that based upon the reconunen-
dations of the Ramsey County Soil and Water
Conservation District, they feel they would
be exceeding the requirements of Resolution
No. 983.
Mr. Eigenheer reviewed the proposed plat
and explained how he came about the proposed
plan due to access problems from all other
sides.
Official Rose reported that the Planning
Commission had passed a resolution that the
request be considered, based on the Council's
findings on Ordinance No. 301.
Neil Loeding stated he was concerned that the
rate of run -off would exceed the limits set
in Resolution No. 983. Mr. Nelson replied
that there would be no increase in rate or
volume, and that Ramsey Council Soil and Water
District concurred with their findings.
