Clerk /Administrator Pauley noted that Mr. Thesenga
and the other businesses involved had been billed
an estimated charge for the first year, before a
determination was made as to how much water they
were actually using, which was why their bills
seemed to increase so much.
Mr. Thesenga stated he did not feel they should
have to pay the same rate as everyone else for
sewer, when it was just water they were putting
into the ground. Mayor McCarty again explained
the rational of the billing.
Motion /Second: McCarty /Forslund to deny the re-
quest from Mr. Thesenga and the Mounds View
Industrial Park Owners.

Attorney Meyers explained the purpose of the
gDM fund. He also recommended that Staff
Ludy the amount of the SDM charge and try to
Determine how much future development will go
in and how much revenue will be generated by
the charge, as well as a plan on how the money
will be used. He added that it has been
determined that the newly developed properties
in the City are what is creating the run-off
problems.
Mayor McCarty explained the rational of the
SDM ordinance for those present.
Motion /Second: McCarty /Doty to direct Staff
to prepare a recommendation to the City Council
for a comprehensive study of the Storm Drainage
Management ordinance and its future inpact,
reference collection and anticipated uses.

Mr. Riggs stated he felt he had been double .
billed as he had been required to make
extensive improvements, such as concrete
curbs, storm sewer, culvert and grading,
t the time his plat was approved, and then
as assessed an SDM charge on every lot but
the first two he took out building permits
for. He also stated that the City was not
maintaining the culvert, as it had been
plugged up for two years.
