DATE APPROVED: 10/26/81 <br />PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />2401 H <br />Regular Meeting <br />October 13, 1981 <br />Mounds View City Hall <br />0, Mounds View, MN 55112 <br />The Mounds View City Council was called to <br />order by Mayor McCarty at 7:30 PM on October <br />13, 1981. <br />MEMBERS PRESENT: Councilmembers Blanchard, <br />Doty and Hodges and Mayor McCarty. It was <br />noted that Councilmember Forslund was absent. <br />ALSO PRESENT: City Attorney Meyers, Clerk/ <br />Administrator Pauley and Building and Zoning <br />Official Rose. <br />Dan Boxrud, of Short - Elliott - Hendrickson reported <br />that bids had been received for the Silver Lake <br />T.7oods project, with the low bid of Dawson Con - <br />:ruction being 207 below the estimate. He added <br />.hat he had spent a great deal of time going over <br />their bid with them to make sure nothing had been <br />missed, and he felt confident, after speaking to <br />the bonding company and checking references, that <br />they would be a reliable contractor. He recommend- <br />ed they be awarded the contract, subject to MSA <br />approval and successful bond sale. <br />Mayor McCarty questioned if all the proper steps <br />had been followed, that while they had given <br />project approval and approved the proposed public <br />facilities, he wasn't sure they had held a public <br />hearing. Attorney Meyers responded that Chapter <br />26 provides that if there is a 100% petition, <br />they can proceed without a public hearing. He <br />added that he had discussed it with the bonding <br />attorney. <br />Clerk - Administrator Pauley checked the records <br />and found the public hearing had been held at <br />7:40 PM on June 8, 1981. Mayor McCarty replied <br />that he was satisfied all requirements had been <br />met. <br />-)tion /Second: Doty /Hodges that based on the <br />igineer's recommendation, the bid be awarded <br />to Dawson Construction in the amount of $821,483.90, <br />that the company is the low responsible bidder, and <br />the letting of the bid would be contingent upon the <br />1.
