Park. Director Anderson replied that it would be approximately $1,000. He also reviewed the options available. There was discussion among the Council of the value of renting a shelter and waiting until next year for the Jaycees to assist in building the shelter, versus hiring a contractor to put the building up now. The present budget situa- tion was discussed again, with the feeling being that the Council should be consistent in the actions they take, and wait to get a better picture of the budget situation before taking action. Motion /Second: Doty /Forslund to table action on the proposed Lambert Park shelter building until more is known about the financial situation. 4 ayes 0 nays otion /Second: McCarty /Doty to approve the issuance of a building permit for Mary Anderson Homes at 7501 Silver Lake Road. 4 ayes 0 nays Mayor McCarty strongly urged that the Council implement the code procedure from July 1980 as a policy guideline as the City could not keep having exceptions on variances and setbacks and so forth. Official Rose explained how the problem of the drain tile occurred. He stated the original owner of the property was well aware of the drain tile requirement when he sold the property, but did not pass the information along to the purchaser. He added that Staff is implementing steps to assure that all lots that would be required to have drain tile will be so noted at City Hall, with the information passed along to those requesting a building permit. He explained they will add a rain tile inspection to building permits, they Lan to have pre- construction meetings with . developers, and will also have a stamp made up to use on plans where drain tile is required.
