The Mounds View City Council was called to
order by Mayor McCarty at 7:30 PM on
December 14, 1981.
MEMBERS PRESENT: Councilmembers Doty, Hodges,
Forslund and Blanchard and Mayor McCarty.
ALSO PRESENT: City Attorney Meyers, Clerk/
Administrator Pauley and Building and Zoning
Official Rose.
Motion /Second: Doty /Hodges to remove the
approval of the November 9, 1981 minutes from
the table.

Motion /Second: Blanchard /Doty to approve the
minutes of the November 9, 1981 meeting as
presented.
3 ayes
0 nays 2 abstentions
Mayor McCarty and Councilmember Forslund did
not vote as they had not been present at the
November 9 meeting.
Motion /Second: Hodges /Forslund to approve the
minutes of the November 24, 1981 meeting as
presented.

Bob Schaefer, of Soil Solidification, Inc. made 4. Consideration of
a presentation to the Council of their proposed
program for Mounds View, to treat and control
roots in the sewer lines.He answered questions
from the Council concerning the chemicals used,
and stated that the ratio of chemicals to water
is 1 to 20, which would produce 400 gallons of
foam. He also stated that the chemicals meet
EPA standards for passing through a treatment
plant. Mr. Schaefer explained that the treatment
has a gradual effect, with noticeable results
