Finance Director Brager presented a General
Fund Cash Flow Analysis for the 1980 and
1981 actual and projected 1982. A general
discussion of the information followed.
Clerk - Administrator Pauley presented a
memorandum and supporting documentation
for 1982 Budget reductions which would
be necessary to respond to reductions in
State Aids. During a general discussion
of the City's financial situation as it
relates to delayed and /or reduced State
Aids it was pointed out that the 1981
General Fund Budget would end in a deficit
position if the Legislature did not take
appropriate action by the end of 1981.
The Council determined that they wished to
take action that might be necessary to
prevent the 1981 Budget from ending in a
deficit position.
Motion /Second: McCarty /Doty to adopt
Resolution No. 1400 authorizing the
'transfer from the General Fund unappro-
priated fund balance an amount sufficient
to balance the 1981 General Fund Budget
with the amount of the transfer being •
repaid at the time the withheld State
Aids are received or no later than the
end of the 1982 Fiscal Year from such other
