CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING MAINTENANCE METHOD FOR TRAFFIC SIGN
RETROREFLECTIVITY STANDARDS
WHEREAS, the Manual on Uniform Traffic Control Devices (MUTCD) is the
national standard for traffic signs and pavement marking on any street, highway, or
bicycle trail open to the public (23 CFR Part 655.603); and
WHEREAS, the MUTCD was recently updated in 2009 and mandates that
agencies maintain traffic signs to meet new retroreflectivity standards by January 2015
for regulatory and warning signs and January 2018 for guide and street name signs; and
WHEREAS, to facilitate compliance with the retroreflectivity mandates, agencies
need to have a maintenance method chosen from standardized assessment and
management methods by January 2012; and
WHEREAS, City staff is recommending a combination of the Expected Sign Life
and Blanket Replacement methods be employed to comply with the retroreflectivity
standards.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
View, Ramsey County, Minnesota as follows:
1. The Expected Sign Life and Blanket Replacement methods are hereby approved as
the maintenance methods to be used by the City of Mounds View in complying with
the traffic sign retroreflectivity standards of the Manual on Uniform Traffic Control
Devices (MUTCD).
