HomeMy WebLinkAboutResolution 7915 RESOLUTION 7915 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA AWARDING A CONSTRUCTION CONTRACT TO ODLAND PROTECTIVE COATINGS, INC. FOR 2012 WATER TOWER RECONDITIONING PROJECT WHEREAS, the 500,000 gallon elevated water tower is twenty years old and in need of interior/exterior coating replacement and structural modifications and repairs to comply with current OSHA requirements; and WHEREAS, KLM Engineering, Inc. of Lake Elmo, Minnesota inspected the water tower in August 2009 and prepared an inspection report that recommends coating replacement and structural modifications and repairs to be performed in one to three years (2010-2012); and WHEREAS, the City Council authorized KLM Engineering, Inc. to perform design services and prepare plans and specifications jointly with City staff for the reconditioning of the elevated water tower on February 14, 2011 (Res. 7742); and WHEREAS, the City Council approved bidding documents and authorized advertisement for public bids on January 23, 2012 (Res. 7890) for the project, which was subsequently advertised in the Sun Focus and Finance & Commerce publications whereby meeting public bidding requirements; and WHEREAS, sealed bid proposals were received at 11:00 am on March 1, 2012 as follows: Bid Schedule A Bid Schedule B Bidder Name (May 28-July 30) (Aug. 13-Oct. 15) Odland Protective Coatings, Inc. No Bid $ 449,800 TMI Coatings, Inc. $ 559,400 $ 569,400 Classic Protective Coatings, Inc. $ 683,500 $ 561,500 and WHEREAS, City staff and KLM recommend awarding the project to Odland Protective Coatings, inc. of Rockford, Minnesota, who submitted the lowest responsible bid for$449,800 (Bid Schedule B). NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. The bid proposal for $449,800 submitted by Odland Protective Coatings, Inc. for Bid Schedule B to construct the 2012 Water Tower Reconditioning Project, City Project No. 2009-002, ("Project") is hereby accepted by the City. 2. City staff is directed to prepare a construction contract for the project for said price. Resolution 7915 Page 2 3. Upon satisfactory review by the City Attorney, the Mayor and City Administrator are hereby authorized and directed, for and on behalf of the City, to execute and enter the construction contract with Odland Protective Coatings, Inc. 4. KLM Engineering , Inc. is authorized to provide construction inspection and testing services for the Project on an hourly plus reimbursable basis up to $50,000. 5. A 10% contingency of $45,000 is approved to cover potential additional costs during construction and requires pre-approval by the Public Works Director. Adopted this 12th day of March, 2012.
