SUNiNWRY:
The Marketing Plan has been presented at the EDA worlc session and will be presented for the public at the
Council meeting prior to the EDA meeting. The plau was developed by the marlceting task force and focused
on ways to increase the image of the City. The attached resolution approved the plan for the City of Mounds
View and it is recommended that the programs be implemented throughout 95 and 96 using grant fiinds,
existing City marketing budget and through business sponsorships and fund-raisers. �
The plan outlines the concepts of the programs. Each concept needs to be further developed with the approval
of the EDA. The costs associated with the programs that are outlined in the plan are estimates based on these
concepts. As the concepts develop costs will be determined. The EDA will have iinal approval of the
marketing campaigns, new marketing materials and image enhancers prior to implementation. At this time,
actual costs will be presented.

RESOLUTION APPROVING THE MARKETING PLAN FOR THE CITY OF MOUNDS VIEW
PER ATTACHMENT A
WHEREAS, in 1994, a Marketing Task Force was formed to develop a marketing plan
for the City of Mounds View; and
WHEREAS, the Marketing Task Force developed a marketing plan that outlines
procedures for marketing the benefits of the City to target industries through improved communication
materials, marketing campaigns, and image enhancers; and
WHEREAS, the Marketing Task Force members made a presentation to the Economic
Development Authority outlining the programs to be implemented in 1995/96; and
WHEREAS, the elements of the program are geared toward raising the awareness of
Mounds View as a cooperative, progressive community as stated in the Focus 2000 report; and
WHEREAS, implementation of the programs will be phased in as the budget permits
through 1995 and 1996.
NOW, THEREFORE, BE IT RESOLVED that the Economic Development Authority
of the City of Mounds View hereby approves the Marketing Plan per attachment A.

♦ Some of the most consistent feedback that �vas received from
residents durinb the F'ocus 2000 visiorung process in 1993 was the
urbency to enhance the image of the City of Mounds View. As a
result in September of 1994, a Vlarlceting Task I'orce was created by
the Economic Development Authority(EDA) to focus on developin;
a comprehensive marketing program for the City. The Marketing
Task Force was charbed with developing procedures for marketing
the benefits of the Ciry to businesses and generatin� image
enhancement tools for the beneral public.

Imaae Statement
Concept
The old image statement, "Gateway to the North," idenufied the City as a mere pass ttu•ough point
to somewhere else. The c,�urent image statement, "Quite Simply the Best", does not convey the
messages in the Nlission and Vision Statements. The following statement best exemplifies the
community spirit and progressiveness of l�Iounds View and clearly relates bacic to the mission
and vision statements for the City. This statement �vas chosen from a larger list that �vas
developed by the marketing task force.

Concept
♦ In order to apprise travelers that they have entered the Ciry of vlounds View, a larbe, professional
quality sign (bricic or wood) would be situated on I-Ii�hwav 10. The si7n would be placed in a
natural setring, potentially outsicle of Libei-ty Check Printers.
♦ The design could be based on concepts presented in 1990; usin� a vlounds View designer if at all
possible. A rie-in to the si�mage used at The Bridges Golf Course would be advisable to ensure
continuitv.
e Incorporate the new idenriry statement onto the sign.
♦ Keep the sign in good repair at all times with attractive plantings and proper rught lighting.
Execution
Designate funds for the development of the sign. In lieu of an appropriation, fundraising
events could be held and spearheaded by local community orgaruzations, including the
Rotary, Garden Club, Boy and Girl Scouts, and businesses. Nlaintenance of the sign
would need to be evaluated by Public �orks, Parlcs & Recreation and�or landowner.

Concept
♦ Colorfizl banners would inform �avelers that they are in the main area of the City of Nlounds
Vie�v. These "Welcome to Vlounds Vie�v' banners would be hung on stop light poles in the
follo�vin� locations: County Road H2, Lon� Lake Road, County Road I, and Silver Lake Road.
These durable baruiers �vould create visual e�citement �vith a contemporarv, vibrant look.
Execution

community to spread good news about the City of Mounds View.

Groups, Seniors Club, Rotary, Lions and Lionesses, School District and Business
Association.

implementation and coordination of image enhancers. �ach group would work independently �vith Citv
Staff assistance and the full task force �vill meet and discuss progress on programs quarterly. All final
decisions for implementation �vould be subject to EDA approval.
It is recommended that the City of Nlounds View apply for a Northern States Power Nlarlceting Grant to
subsidize the cost of the proposed ivlarketing Prot�n•am. Under the NSP brant, 25% of the total cost of the
commuruty marlcetin; program is covered by NSP funds.

Over the past 7 months the marketing task force focused on the development of the Marketing Plan for
the City of Mounds View. Several new and exciting ideas were generated by the energy of the group
through this process. Now that the development stage is complete 'it is imperative that implementation
is carried through with as rnuch energy and excitement.
Most of the members of the task force are interested in continuing �with the implementation of the plan
except for Beverly Kontola who has taken a new position out of Mounds View.
The attached resolution approves the continuation of the task force and reappoints several of the current
members.
