CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION NO. 4583 REQUESTING APPROVAL OFA RAMSEY COUNTY
ROAD TURNBACK OF PLEASANT VIEW DRIVE FROM COUNTY ROAD H2 TO
COUNTY ROAD I UPON COMPLETION OF THE RECONSTRUCTION PROJECT.
WHEREAS, The 1991 Minnesota Legislature established a Ramsey
County Local Government Services Study Commission to "report on
the advantages and disadvantages of sharing, cooperating,
restructuring, or consolidating..." activities in areas of public
service including public works; and
WHEREAS, The consolidation plan provides for reclassification
of roadways and corresponding changes in jurisdiction including the
transfer of local and State Aid - roadways between the county and
municipalities; and
WHEREAS, Pleasant View Drive (County Road 124) from County
Road H-2 to County Road I, located in the Cities of Fridley and
Mounds View, is presently under the jurisdiction of Ramsey County
as a county road and the City of Fridley as a municipal street; and
WHEREAS, This roadway segment has been determined to serve a
local function only; and
WHEREAS, Revocation of "County Road" status may be
accomplished by resolution of the Ramsey County Board of
Commissioners pursuant to Minnesota Laws 163.11; and
WHEREAS, The City of Mounds View has concurred that
jurisdiction should be changed from Ramsey County to the city of
Mounds View; and
WHEREAS, The consolidation plan provides $3.13 million for the
improvement of roadways to acceptable levels prior to transferring
jurisdiction over roadway segments from Ramsey County to
municipalities; and
WHEREAS, The Director of the Ramsey County Public Works
Department has estimated a cost of $52,000 to improve Pleasant View
Drive to an acceptable condition prior to transferring jurisdiction
to the City of Mounds View; and

WHEREAS, Under a separate agreement, the Cities of Fridley
and Mounds View desire to reconstruct this segment of Pleasant View
Drive and fund the reconstruction project with MSAS sources and
$52,000 from the Ramsey County Roadway Consolidation Fundi and
WHEREAS, Ramsey County will pay to the City of Mounds View as
just compensation for this jurisdiction transfer, the amount of
$52,000 (the total compensation is considered equal to the County
cost Participation Policy, Resolution 9-1272, applied to one-half
of the total reconstruction and engineering costs), and will
furnish the design and construction engineering for the
re~onstruction of Pleasant View Drive.
NOW, THEREFORE, BE IT RESOLVED THAT the Ramsey County Board
of Commissioners hereby revokes the "County Road" status of
Pleasant View Drive between County Road H-2 and County Road !
and transfers jurisdiction over the roadway to the City of Mounds
Viewi and
BE IT FURTHER RESOLVED THAT the revocation will be effective
the date the County is in receipt of an adopted resolution from the
Ci ty of Mounds View concurring with the County revoking the "County
Road" status of Pleasant View Drive between County Road H-2 and
County Road I and transferring jurisdiction over the roadway to the
City of Mounds Viewi and
BE IT FURTHER RESOLVED THAT Ramsey County will pay to the City
of Mounds View as just compensation for this jurisdiction transfer,
the amount of $52,000 (the total compensation is considered equal
to the County Cost Participation Policy, Resolution 9~1272, applied
to one-half of the total reconstruction and engineering costs), and
will furnish the design and construction engineering for the
reconstruction of Plea~ant View Drivei and
BE IT FURTHER RESOLVED THAT the $52,000 payment will be made
to the City of Mounds View based upon notification of
contract award for reconstruction of this segment of Pleasant View
Drivei and

authorized within the limits of this resolution to take actions
necessary to have the iden ' ied juris 'ction change executed.
