CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION OF APPRECIATION TO THE RAMSEY COUNTY
LIBRARY BOARD
WHEREAS, the Ramsey County Library Board has, since
1983, been studying the issue of the need for expansion of
the Ramsey County Library system in those portions of
suburban Ramsey County not currently having adequate library
facilities: and
WHEREAS, the efforts of the Library Board, suburban
cities and area legislators resulted in the authorization of
$15 million in bonding authority from the Minnesota
Legislature in 1987: and
WHEREAS, in December of 1988 and January and February
of 1989 the Library Board grappled with the difficult
problem that the $15 million in authorized funding might not
be adequate to expand the library system to the level
determined necessary by the Library Board: and
WHEREAS, the Library Board in an effort to communi-
cate these concerns with the suburban communities and
residents of Ramsey County held several meetings to discuss
these concerns and develop partnerships with the
communities: and
WHEREAS, the cities of Mounds View, Shoreview and
Roseville have responded by providing positive and
constructive support for the expansion program and have
offered to assist the Library Board in developing a program
consistent with their financial limitations: and
WHEREAS, the Ramsey County Board during a meeting on
the evening of February 9, 1989 unanimously adopted a motion
supporting the expansion program on the basis that signifi-
cant enough options are available to provide assurances that
the libraries can be constructed within the financial
limitations and in recognition of the support provided by
these suburban communities: and
WHEREAS, the action of the Library Board is symbolic
of the commitment of these volunteer citizens of Ramsey
County to a library system providing services to all of the
residents of Ramsey County.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Mounds View on behalf of the residents of the
City of Mounds View wishes to communicate to the Ramsey

County Library Board its appreciation for their commitment
to a sound and open library system and to developing an
expansion program which meets the needs of the residents of
suburban Ramsey County and develops partnerships with the
cities in which branch libraries will be located.
BE IT FURTHER RESOLVED, that the City of Mounds View
wholeheartedly supports and endorses the action of the
Library Board to reaffirm the recommendations of the
Facilities Plan within their self-imposed 30 day time limit.
Adopted this 13th day of February, 1989.
