CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION TO APPROVE COUNTY ROAD TURNBACK (SPRING LAKE ROAD)
WHEREAS, the 1991 Minnesota Legislature established a Ranlsey County Local
Government Services Study Commission to "report on the advantages and disadvantages of
sharing, cooperating, restructuring, or consolidating..." activities in areas of public service
including public works; and
WHEREAS, the consolidation plan provides for reclassification of roadways and
corresponding changes in jurisdiction including the transfer of local and State Aid roadways
between the County and municipalities; and
WHEREAS, Spring Lake Road (County Road 125) from County Road Il2 to
Hillview Road and from Trunk Highway 10 to the N0l1h County Line, located in the City of
Mounds View, is presently under the jurisdiction of Ramsey County as a County Road; and
WHEREAS, this roadway has been determined to serve a local function only; and
WHEREAS, revocation of "County Road" status may be accomplished by
resolution of the Ramsey County Board of Commissioners pursuant to Milmesota Statutes
*163.11; and
WHEREAS, the City of Mounds View has concurred that the jurisdiction should
be changed from Ramsey County to the City of Mounds View; and
WHEREAS, the consolidation plan stipulates that Ramsey County shall improve
the roadways to acceptable levels prior to transferring jurisdiction over roadway segments from
Ramsey County to municipalities, and the Ramsey County Capital Improvement Program
provides funding for these improvements; and
WHEREAS, the City of Mounds View desires to reconstruct Spring Lake Road
from County Road H2 to Hillview Road and from Trunk Highway 10 to the N0l1h County Line
at an cstimated cost of $1 .460,000 and fund the reconstruction projects with Municipal State Aid
Street sources, and an estimated $580,000 from Capital Improvemcnt Funds for Ramsey County
Roadway Consolidation.

NOW, THEREFORE, BE IT RESOLVED, the City of Mounds View concurs
with the Ramsey County Board of Commissioners revoking the "County Road" status of Spring
Lake Road from County Road H2 to Hillview Road and from Trunk Highway 10 to the North
County Line, and transferring jurisdiction over the roadway to the City of Mounds View,
effective the first day of the second month after the Ramsey County Office of Budgeting and
Accounting has encumbered the funds necessary to fund the reconstruction project, and after the
County is in receipt of an adopted resolution from the City of Mounds View concurring with the
County revoking the "County Road" status of Spring Lake Road from County Road H2 to
Hillview Road and from Trunk Highway 10 to the North County Line.
BE IT FURTHER RESOLVED, that the County will pay to the City as just
compensation for the jurisdictional transfer of Spring Lake Road from County Road H2 to
Hillview Road and from Trunk Highway 10 to the North County Line, an estimated cost of
$580,000 1rom Capital Improvement Funds for Ramsey County Roadway Consolidation as
calculated tI-om the County Road Reconstruction Cost Participation Policy, Resolution No. 9-
1272, and adjusted by Pavement Management System [(90-Condition Rating) -7- Condition
Rating] x 1993 Condition Rating ).
BE IT FURTHER RESOLVED, that Ramsey County will reimburse the City of
Mounds View an estimated $580,000 upon presentation of billings from the construction
contractor for the reconstruction of Spring Lake Road.
NOW, THEREFORE, IT IS HEREBY RESOLVED, that the Mounds View
Engineer is authorized within the limits of this resolution to take actions necessary to have the
identified jurisdiction change executed.
