RESOLUTION NO.5134
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION REGARDING THE SITE SELECTION PROCESS FOR A NEW COUNTY
JAIL FACILITY.
WHERE AS, The Ramsey County Public Works/Maintenance complex
located at the intersection of 1-694 and Rice Street in the City
of Shoreview has long been considered for relocation to another
suitable site; and
WHERE AS, Vacation of the Ramsey County Public Works/Maintenance
complex located at the intersection of 1-694 and Rice Street will
open opportunities for improved use of this site for other public
purposes; and
WHERE AS, Conversion of the existing Ramsey County Public
Works/Maintenance complex to a suburban Ramsey County
court/County Services Center campus would realize a long standing
goal of past County Boards and Suburban City officials; and
WHERE AS, Conversion of the existing Ramsey County Public
Works/Maintenance complex to a Central Suburban Court/County
Services Center remains a high priority with many suburban
officials; and
WHERE AS, That certain Report Of The Ramsey County Suburban
Courts Study commission dated November 21, 1991, recommended
development of one centrally located suburban court facility in
the area of Rice st. and 1-694 on a site that has potential for
future expansion to accommodate a suburban service center; and
WHERE AS, The Ramsey County Suburban Courts Study commission
recommended a joint effort by the Ramsey County Sheriff and local
Police Chiefs to explore ways to improve the booking process
including the use of electronic booking; and
WHERE AS, The 1991 Suburban Court Facility Plan included
improved booking and holding facility options for operational
cost containment and efficiencies in a new suburban court; and
WHERE AS, The 1-694/Rice Street search area recommended by the
Ramsey County Suburban Courts Study Commission for a Suburban
Court/Central County Service campus is now an included option in
county jail addition plans; and
WHERE AS, A future needs analysis has not been produced to show
whether construction of a county jail would preempt conversion of
the Public Works/Maintenance complex to a Suburban Court/county
Services campus; and
WHERE AS, Additional administration costs in the Ramsey County
Sheriff's Department to support a new jail in Shoreview, will add
approximately four hundred thousand dollars annually to the
countywide property tax levy; and

WHERE AS, Policing costs to suburban cities are significantly
higher for time spent in court testimony by arresting officers at
the downtown Ramsey County Courthouse than the costs for booking
procedures; and
WHERE AS, The recent addition of the Public Works/Maintenance
complex as a jail site option did not invite input from suburban
elected officials or citizens during site selection processes;
and
WHERE AS, The City Council of Shoreview has gone on record as
opposed to the Ramsey County Public Works/Maintenance complex
located at the intersection of 1-694 and Rice Street as a site
for the proposed county jail;
NOW THEREFORE BE IT RESOLVED, The Mounds View City Council
respectfully informs the Ramsey county Board of Commissioners of
our support to the City of Shoreview in opposition to conversion
of the Ramsey County Public Works/Maintenance site located at the
intersection of 1-694 and Rice Street for expanded county jail
facilities;
BE IT FURTHER RESOLVED, The Mounds View City Council supports
the Ramsey County Board in building cost effective jail
facilities efficiently proximate to the Ramsey County Courthouse
and likewise encourages accomplishment of recommendations from
the 1991 Ramsey County Suburban Courts Study Commission for one
centrally located suburban court facility in the area of Rice st.
and 1-694 on a site that has potential for future expansion to
accommodate a suburban county service center efficiently
proximate to suburban Ramsey County municipalities.
