RESOLUTION NO. 5135
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION APPROVING CONSTRUCTION BIDS FOR CHILDREN'S HOME SOCIETY
SPACE IN THE COMMUNITY CENTER
WHEREAS, the City of Mounds View purchased the Bel-Rae Building located at 5394
Edgewood Drive for community center activities; and
WHEREAS, the City of Mounds View signed a lease agreement with the Children's
Home Society of Minnesota for a child care facility; and
WHEREAS, the City Council had previously adopted Resolution No. 5121 on May 12,
1997 authorizing the City staff to bring the lowest responsible bids to the City Council for award
of contracts; and
WHEREAS, the City of Mounds View advertised for bids for the construction of tenant
improvements for the Children's Home Society Space ("Phase I" ofthe Community Center
Project) in accordance with competitive bidding requirements with required public notice; and
WHEREAS, the City of Mounds View received the following sealed bids in connection
with Phase I per plans and specification provide by the architect W AI Continuum:

NOW, THEREFORE, BE IT RESOLVED that the lowest responsible bids for general
construction, electrical and mechanical of Phase I is L.S. Black Constructors at $351,200, Weber
Electric at $111,820, and Fisher Bjork Sheetmetal at $179,805 due to the error in Fredrickson
Heating's bid making it non responsive to the City's plans and specification, the City Council
hereby awards the contracts to said lowest responsible bidders and the Mayor and City Clerk-
Administrator are hereby authorized to execute said contracts on behalf of the City; and
BE IT FURTHER RESOLVED that the City Council, in and for the City of Mounds
View, hereby ratifies all prior actions of the Mayor and City Clerk-Administrator in preparing
and executing the general and electrical contracts prior to the June 23rd Council meeting.
