CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION APPROVING PROJECT MANAGEMENT SERVICES AGREEMENT WITH
W AI CONTINUUM FOR THE DEVELOPMENT OF THE COMMUNITY CENTER
WHEREAS, the City of Mounds View purchased the Bel-Rae Building located at 5394
Edgewood Drive for community center activities; and
WHEREAS, Phase I of the redevelopment of the building for lease space, gym space and
community center space began on June 2, 1997; and
WHEREAS, coordination of construction, design, legal documents, payment process and
other activities related to ensuring that the scope of work is completed in a timely and efficient
manner is critical to the success of the project; and
WHEREAS, Mounds View staff does not have the expertise nor the time to dedicate to
ensuring that these items are handled professionally and in the best interest of the City; and
WHEREAS, W AI Continuum has a project management group with years of experience
related to the coordination of these activities and has prepared a Letter of Agreement outlining
their services as a consultant to he City in connection with the Community Center project.
NOW, THEREFORE, BE IT RESOLVED that the City Council, in and for the City of
Mounds View, hereby approves the Project Management Services Agreement with W AI
Continuum Project Management Group for the Community Center Project and authorizes the
City Administrator to execute the Agreement; and
NOW THEREFORE, BE IT FURTHER RESOLVED that the City Council in and for
the City of Mounds View hereby appoints Cathy Bennett as the City staff representative to work
closely with W AI Continuum and monitor the activities in relation to the Agreement.

STATE OF MINNESOTA
RESOLUTION AUTHORIZING A FEASIBILITY STUDY
FOR THE RECONSTRUCTION OF SPRING LAKE ROAD AND COUNTY ROAD I
WHEREAS, the City Council of the City of Mounds
View is considering to reconstruct Spring Lake Road from County
Road H to Hillview Road and from TH 10 to County Road J and
County Road I from Pleasantview Drive to Silver Lake Road; and
WHEREAS, segments of Spring Lake Road and County
Road I are designated as a Municipal State Aid Road (MSA) and
must be constructed to MSA standards as and the remaining
segments will be constructed within the standards adopted for
City residential streets; and
WHEREAS, the jurisdiction of Spring Lake Road and
County Road I, will be turned back to the City of Mounds View
from Ramsey County and will receive County turn back funds upon
completion; and
WHEREAS, this project will include complete street
reconstruction including B618 curb and gutter, sidewalk
construction to be determined(7 feet wide), water main
installation, segments of sanitary sewer main and service lateral
replacement, reconstruction of storm sewer; and
WHEREAS, this project is proposed to be assessed
to the benefitted properties in accordance with Chapter 202 of
the Municipal Code and the City Charter; and
WHEREAS, a public informational meeting was held
on June 24, 1997 in which the project was introduced, and
comments were taken by the residents possibly affected by the
proposed project; and
WHEREAS, a feasibility study is necessary and
required to continue with the project; and
WHEREAS, the feasibility study will provide a
means to obtain a cost estimate which shall set forth the cost of
the improvement in both unit price, total cost, and an estimated
mock assessment roll.

NOW THEREFORE, BE IT RESOLVED, that the City Council
authorizes the City's consulting engineers, SEH, to proceed with
development of a feasibility study for the reconstruction of
Spring Lake Road from County Road H to Hillview Road and from TH
10 to County Road J and County Road I from Pleasantview Drive to
Silver Lake Road.
BE IT FURTHER RESOLVED THAT, the feasibility study will
provide a means to obtain a cost estimate which shall set forth
the cost of the improvement in both unit price, total cost, and
an estimated mock assessment roll.
