RESOLUTION NO. 5249 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION CONSIDERING THE RELOCATION OF EDGEWOOD DRIVE, STREET DESIGNATION AND WETLAND MITIGATION WHEREAS, the City Council of the City of Mounds View is supporting the construction of a traffic signal on TH 10 at the entrance to the theater development and; WHEREAS, the relocation of Edgewood Drive is necessary per MnDot alignment with TH 10 and; WHEREAS, the Community Center and the City Hall campus will benefit from the signalization of the intersection and; WHEREAS, to comply with MSA standard designs for street construction and safety, Edgewwod Drive will encroach upon the City Hall parking lot and; WHEREAS, alternative design routes were researched and none were found to comply with MSA standards and safe traffic management. WHEREAS, alternate parking resolutions for City Hall have been identified as operating the reduced lot at the capacity identified in Exhibit A, expand the parking lot to provide parking per the existing lot, pursue mitigation of the wetland identified on the Community Center site and construct the parking lot per the original design which could allow for overflow parking of City Hall events, or possibly construction of a separate parking lot located between the Water Reservoir and the Public Works Facility for the activities at the ball field. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View that the relocation of Edgewood Drive will be in accordance with the preliminary design labeled Exhibit A and that this road realignment and continuation of the Edgewood Drive to County Road H2, be designated a MSA (Minnesota State Aid) street and will abide by all subsequent design standards.
