SEVERANCE PLA.NIPROGRA~I FOR CITY OF lVIOUNDS VIEW PARKS
AND RECREATION EYIPLOYEES DISPLACED BY THE
OUTSOURCING OF THE CITY PARKS AND RECREATION
DEPARThIENT
WHEREAS, the City of Mounds View is eliminating the City's Parks and Recreation
Department for budgetary re~ons: and
WHEREAS, the elimination of the City's Parks and Recreation Department for budgetary
re~ons will eliminate the positions of the Parks and Recreation Director and the Recreation
ProgrJIns Supervisor: and
WHEREAS, the elimination of these two Cicy positions results in the displacement of
two City employees; and
WHEREAS, it is in the interest of the City to offer such employees a severance be=:1efits
package consistent with the City Code. City Administrative policies. and state and federal
statutes; and
WHEREAS, Minnesota Statutes contemolate that such severance benetics oackage be

instituted at the discretion of the City Council. subject to certain funding requirements.
NOW. THEREFORE. BE IT RESOLVED TJ-IA T the City Council of the City of
Mounds View determines that it is in the imerest of the City to offer the following ter;ns and
conditions for a severance be=:1efits pi:mJprogram ~o the employees displaced by the elimination

1. Payment of severance pay in the amount of one week of the employee's
annual salary for every year of the employee's service to the City: and
"
Payment of unused vacation and sick leave in an amount equal to the full
amount available of the employee's unused vacation leave at the employee's time of
departure from City service, and 50% of the employee's amount of accumulated sick
leave at the employee's time of departure from the City; and
3. Payment by the City of an amount equivalent to six months of the City's
standard contribution normally paid for an employee's health insurance premiums; and
4. Payment by the City, up to a value of 53,000, for outplacement
employment services. with such payment to be made to an outplacement services
company as agreed upon by the City and employee: and
5. That the offering of the above severance benefits by the City is subject to
the execution of a release of all claims by the employee against the City and its agents,
consultants. employees, former employees, insurers, heirs, executors and assigns. in such
language JS is required and approved by the City.
NOW, THEREFORE. BE IT P0RTHER RESOL VED THAT the City Council directs
City staff to prepare the appropriate doc:lments and J,greements to facilitate the offering and
execution of the severance plan/program JS provided herein.
