CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION DESIGNATING ALL CITY-OWNED BUILDINGS AND VEHICLES
SMOKE FREE EFFECTIVE JANUARY 1, 1992
WHEREAS, .the City of Mounds View recognizes the
importance of providing a safe and healthy environment to
those who work or visit the City; and
WHEREAS, in recognition of the 1975 Indoor Clean Air
Act and the nation-wide trend to establish smoke free public
buildings, the City has deter.mined it to be in the best
interest of staff, residents and visitors to City-owned
buildings that all City-owned buildings be designated Smoke
Free.
NOW, THEREFORE, BE IT RESOLVED that effective
January 1, 1992, smoking of cigarettes, pipes, cigars or the
use of chewing tobacco will not be per.mited in any City-owned
buildings or vehicles except as expressly outlined in Section
7 of the Administrative Policy on Smoking and Tobacco Use
attached hereto as Exhibit A.
BE IT FURTHER RESOLVED, that the City Council of the
City of Mounds View does hereby approve the Administrative
Policy regarding Smoking and Tobacco Use attached hereto as
Exhibit A.
Adopted this 23 day of December, 1991.

ADMINISTRATIVE POLICY
CITY OF MOUNDS VIEW
SMOKING AND TOBACCO USE POLICY
PURPOSE
In accordance with the Minnesota Clean Indoor Air Act and in recognition of
the need to provide a smoke-free environment for City employees and
visitors, a smoking policy and tobacco use policy is established, effective
January 1, 1992.
POLICY
Section 1. Smoking of any kind; including pipes, cigars and cigarettes or
the use of chewing tobacco, will not 'bepe~itted in any City-owned
building except as otherwise outlined in Section 7 herein.
Section 2. Smoking of any kind; including pipes, cigars and cigarettes or
the use of chewing tobacco, will no longer be permitted in any City-owned
vehicle.
Section 3. Smoking by City employees will not be permitted outside of the
~nt entrance of City Hall.
Section 4. The Police Department is granted special discretion in regard
to this policy when questioning a witness or suspect of a crime. This
smoking and tobacco use privilege may only be granted to a member of the
public and not to a City employee, including Police Officers, unless they
are being questioned.
Section 5. Employees who violate the smoking and tobacco use policy will
be subject to disciplinary action as follows.
. First Violation verbal warning
. Second Violation written warning
. Third Violation suspension without pay
. Subsequent Continual Violation could result in involuntary
termination of employment
Section 6. An employee who has a grievance or a concern shall follow the
Grievance Policy outlined in Chapter 6, Section 6.10 of the Municipal Code
or the grievance procedure outlined in their respective collective
bargaining agreements.
Section 7. Smoking is permitted for City employees ONLY in the following
designated areas:

areas and bathrooms
