RESOLUTION NO. 4662
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION AUTHORIZING AN ENERGY AND OPERATIONS
ASSESSMENT BY/WITH HONEYWELL
WHEREAS, the State Legislature has recently enacted Minnesota Statute
471.345 to direct municipalities to develop agreements with businesses which will
guarantee savings in energy and operations; and
WHEREAS, this Statute allows the City to select a vendor based on experience,
track record record and ability to perform when the energy and operational contract is
guaranteed to be self-funding; and
WHEREAS, under this provision, the City has selected Honeywell as the vendor
of choice to negotiate a Municipal Services Contract.
THEREFORE, BE IT RESOLVED that the City Council in and for the City of
Mounds View does hereby direct the Clerk-Administrator to begin the process by
which Honeywell will determine the feasibility, scope, terms and timeframe for
entering into an agreement.
BE IT FURTHER RESOLVED that on the basis that the Honeywell preliminary
proposal will be self-funding and given a written guarantee of savings, meeting the
criteria set by the City, the City will consider entering into an agreement with
Honeywell for the aforementioned Municipal Services program.
BE IT ALSO RESOLVED that the City agrees that the preliminary evaluation and
recommendations of energy conservation measures as well as the preliminary
proposal shall remain the property of Honeywell and may not be used by the City for
the purposes of competitive bidding or for the purposes of entering into a guaranteed
energy contract with any other qualified provider.

Pursuant to due call and notice thereof, a meeting of the
City Council of the city of Mounds View, Minnesota was held at
the City Hall, on December 15, 1993 with the following members
present: Linke, Quick, Wuori, Trude, Blanchard
and the following members absent: None
Member Quick introduced the follow~ng resolution and moved its
adoption: -
A RESOLUTION ADOPTING THE 1994 CITY OPERATING BUDGET
WHEREAS, the City Council did hold a public hearing on the
proposed 1994 Budget on December 8, 1993.
NOW THEREFORE, BE IT RESOLVED by the City Council of the
City of Mounds View that the following appropriations for the
calendar year 1994 are hereby approved:
