CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION APPROVING A COMMUNITY DEVELOPMENT BLOCK GRANT FOR THE
INSTALLATION OF A PAVED TRAIL CONNECTING SCOTLAND GREEN APARTMENT
COMPLEX WITH SILVER VIEW PARK
WHEREAS, Scotland Green Apartment Complex is located next to
Silver View Park, and;
WHEREAS, several youth, teens and senior citizens reside in
Scotland Green Apartment Complex, and;
WHEREAS, Silver View Park offers many recreational
facilities for the enjoyment of residents and offers nature areas
for wildlife, bird and plant observation, and;
WHEREAS, a paved trail connection leading from Scotland
Green Apartment Complex to Silver View Park would provide for
easy access to the wonderful public park facility as well as
offering accessibility by pedestrian or bicycle means rather than
the need to use vehicular transportation to the park, and;

WHEREAS, accessibility to Silver View Park facilities would
provide an enhancement to the living environment of residents of
Scotland Green Apartments.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Mounds View approves the application for a community
Development Block Grant requesting funding for the installation
of a paved trail connecting Scotland Green Apartment Complex with
Silver View Park, and;
BE IT FURTHER RESOLVED, that the City Council of the city of
Mounds View approves the 50% monetary match of $15,000 for the
installation of the paved trail, to be funded with 1995 Park
Dedication monies of the Park Improvement Fund.
BE IT FINALLY RESOLVED, that the City Council of the City of
Mounds View recognizes this project to be a joint effort to
improve the living environment of City residents and is committed
to the maintenance of the trail for the benefit of all users of
the Silver View Park and especially for residents of Scotland
Green Apartments.
