RESOLUTION APPROVING A1"J' ISTEA GRA1'IT FOR THE CONSTRUCTION OF A1"J'
OFF-STREET PAVED PATHWAY CONNECTING THE PAVED PATII THAT STOPS AT
COUNTR Y ROAD H - THUS COMPLETING THE LAST SEGMENT OF PAVED
P A THW A Y A LONG THE ENTIRE SILVER LAKE ROAD ROUTE - WITH THIS LAST
SEGMENT CONNECTING COUNTY ROAD H TO HIGHWAY 10.
WHEREAS, the City of Mounds View has an interest in completing our city's portion of
the Silver Lake Road off-street pathway; and
WHEREAS, the City of Mounds View understands that this is the last portion of the
Silver Lake Road off-street pathway to be completed; and
WHEREAS, the Silver Lake Road off-street pathway begins in St. Anthony and
continues through New Brighton and currently stops at the Mounds View border at County Road
H:~d .
WHEREAS. this off-street pathway would provide an arterial route to all bicyclists and
pedestrians of the area connecting other pathways and linking users to schools, neighborhoods,
library and retail stores and services; and
e- WHEREAS. the City of Mounds View City Council acknowledges that the ISTEA grant
. equires a 20 percent cash match; and
WHEREAS, t~J;:jJy of Mounds View City Council understands that this grant
application is for the Q998 and 1999....tSTEA solicitation; and
WHEREAS, the City of Mounds View City Council also understands that the future
maintenance and upkeep of the proposed paved pathway would be the responsibility of the City
of Mounds View.
NOW, THEREFORE, BE IT RESOLVED that the City of Mounds View City Council
approves the 20% cash match for the installation of a paved pathway leading from County Road
H to Highway 10, completing the off-street path system of Silver Lake Road.
NOW, THEREFORE. BE IT FURTHER RESOLVED that the City of Mounds View
City Council approves the provision that the City of Mounds View will be responsible for the
upkeep and maintenance of the off-street paved pathway - while understanding that this off-
street trail link will provide for an enhanced alternative to vehicular transportation offering
opportunities for safe pedestrian and bicycle modes of transportation along Silver Lake Road.
