HomeMy WebLinkAboutREsolution 8072 RESOLUTION 8072 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING A REVISED POSITION DESCRIPTION AND AUTHORIZING ADVERTISEMENT FOR REHIRING A MAINTENANCE WORKER (DRINKING WATER) IN THE PUBLIC WORKS DEPARTMENT WHEREAS, the Public Works Department is staffed with one maintenance worker who focuses primarily on the operation, maintenance, and repair of the municipal drinking water distribution system, which is comprised of approximately 47 miles of watermain pipe; 1,000 gate valves and 3,200 curb stops; 450 hydrants; 20 miles of water service pipe (in right-of-way); and 3,200 water meters and readers; and WHEREAS, the maintenance worker assigned to the drinking water subdivision was reappointed to the vacant maintenance worker position in the stormwater subdivision on March 11, 2013 (Res. 8071), whereby leaving the drinking water maintenance worker position vacant; and WHEREAS, the position description for the Maintenance Worker (Drinking Water) has been revised to better define the current duties of the position; and WHEREAS, City staff recommends rehiring this key position in operating and maintaining the municipal drinking water distribution system to provide safe and reliable drinking water to the consumers and to keep the system functioning properly and maximizing the life span of its infrastructure and equipment. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. The attached Maintenance Worker (Drinking Water) position description is hereby approved. 2. Staff is hereby authorized to post internally within the Public Works Department the vacant maintenance position in accordance with the current Public Works Collective Bargaining Unit agreement. Only after consideration of qualified internal candidates will the vacant position be advertised to the public. 3. Staff is directed to evaluate applicants and provide a finalist for the vacant Maintenance Worker (Drinking Water) to be considered by the City Council. Adopted this 11th day of March, 2013. oe Flahe�'1y,ldldgv ATTEST: (aL (1, James Ericson, City Administrator (SEAL) CITY OF MOUNDS VIEW POSITION DESCRIPTION Position Title: Maintenance Worker(Drinking Water) Department: Public Works—Operation and Maintenance (O&M) Division Accountable to: Director of Public Works FLSA Status: Non-Exempt (Public Works Collective Bargaining Unit) PRIMARY OBJECTIVE OF POSITION To perform a wide variety of skilled and general maintenance work activities and functions including operating, maintaining, inspecting, and repairing the infrastructure and equipment associated with the municipal drinking water system including water distribution pipes and services, gate valves and curb stops, fire hydrants, water meters and readers, well houses and water treatment plants, water tower and storage systems, and the booster station. This position primarily focuses on the drinking water distribution system components and will assume the responsibilities of the Lead Utility Worker in his/her absence. This position will also perform work tasks of other O&M subdivisions involving wastewater collection system, stormwater conveyance and ponds, streets and trails, parks and recreation facilities, buildings and grounds, and fleet maintenance when assigned by the Public Works Supervisor, including participating in the Standby Duty and Call Back programs for after-hours and weekend maintenance, repairs, and emergencies. SUPERVISION RECEIVED This position is supervised by and works under the general guidance and direction of the Public Works Supervisor. SUPERVISION EXERCISED No direct supervision is exercised by this position. May oversee the work of full-time and seasonal maintenance workers on occasion when assigned by the Public Works Supervisor. ESSENTIAL DUTIES AND RESPONSIBILITIES • Operate and maintain watermain pipes, gate valves, hydrants, and other infrastructure of the municipal drinking water distribution system. Assist with maintaining and repairing private water service lines, curb and corporation stops, and connections as part of the City's water service line repair program. • Locate and mark underground municipal infrastructure involving water, sanitary sewer, stormwater, fiber optic, and electric lines as part of the Gopher State One Call program. Obtain and reference as-built drawings, tie sheets, and other archive records and translate to field locations. Use utility line locater, probes, or hand digging to locate underground lines. • Perform preventative system maintenance including flushing hydrants, exercising gate valves, rehabilitating hydrants, replacing meter reader batteries, water leak surveys, etc. • Respond to and participate in locating and fixing water main breaks and water service leaks. Determine materials needed for repair and install clamps, pipe or fittings, and make proper tie-in. • Operate and maintain vehicles, equipment, and tools used in performing duties including pickup and dump trucks, backhoe/loader, front-end loader, utility line locater, cameras, computer, and other commonly used equipment and tools. Maintenance Worker(Drinking Water) Position Description Page 1/4 • Install, inspect, test, and repair water meters and wireless transmitter readers. Obtain quarterly water consumption readings and download data for use in billing consumers. • Troubleshoot, correct, and repair water distribution system infrastructure, equipment, and tools to ensure proper function and long-lasting performance. • Participate in Best Management Practices (BMPs) related to the City's Wellhead Protection Program (WHPP). • Participate in inspecting and documenting repairs, installation, and modifications to public and private water, sanitary sewer, or storm sewer utility work. • Perform and participate in other maintenance activities including snow plowing and ice control, storm debris clean up, building and grounds maintenance, vehicle and equipment maintenance, water main breaks, etc. Operate a variety of vehicles, heavy and light equipment, power and hand tools, and perform manual labor while participating in O&M activities. • Document and record inspections, maintenance, repairs, installations, and other work activities in accordance with records retention schedules and program requirements. • Participate in the Public Works "Standby Duty" and "Call Back" programs for after-hours and weekend maintenance, repairs, and emergencies. OTHER DUTIES AND RESPONSIBILITIES • Perform the duties and assumes responsibilities of the Lead Utility Worker in his/her absence. • Attend and participate in internal and external safety and certification training. • Assist with responding to citizen requests and complaints, including investigating various matters. • Perform other duties and responsibilities as apparent or assigned by the Public Works Supervisor. MINIMUM QUALIFICATIONS Education: • High School diploma or GED. • Satisfactory completion of a post-secondary program of courses in water or wastewater technology at an accredited institution is desirable. Experience: • Six months experience in general, skilled, or semi-skilled labor performing maintenance, repair, construction, or other similar job-related tasks on municipal infrastructure or operating motorized equipment for these activities. One year or more experience is desirable. Licenses and Certificates: • Possession of a valid Minnesota Class B commercial driver's license with air brake endorsement, and obtain tanker endorsement within 6 months of employment. • Possession of a current Water Supply System Operator Class C certificate issued by Minnesota Department of Health. Obtain Class B certificate within 24 months of employment. • Possession of a current Wastewater Operator Class S-D certificate issued by Minnesota Pollution Control Agency or obtain within 18 months of employment. ** see Collective Bargaining Unit Labor Agreement for job classification system and minimum advancement qualifications. NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES Maintenance Worker(Drinking Water) Position Description Page 2/4 Knowledge of: • Means, methods, and techniques for operating, maintaining, and repairing infrastructure. • Equipment, materials, and supplies used in maintenance and minor repairs. • Proper safety precautions related to all work performed. • Safe handling and application of chemicals used in work and stored on site. • Principles and practices of water supply, treatment, storage, and distribution. Skill in: • Operating a variety of tools and equipment commonly used for essential duties and responsibilities. • Using computers and software programs, including Microsoft Office Suite and SCADA software. • Assessing in-field conditions and problems and determining workable solutions to resolve them with limited supervision. • Keeping accurate records of time sheets, work assignments, inspection and maintenance activities, correspondences, as-built information, and other data in hard copy and electronic formats. • Reading maps, construction and as-built drawings, tie sheets, and sketches. Ability to: • Work on-call and participate in rotating standby duty schedule. • Assume the duties and responsibilities of the Lead Utility Worker in his/her absence by operating the wells, water treatment plants, and storage facilities to provide safe and reliable drinking water. • Work independently or on a team and complete daily work tasks and multi-day project assignments while meeting a work schedule. • Perform difficult manual labor tasks including lifting heavy objects, stooping, bending, and twisting. • Learn how to perform general, skilled, and semi-skilled tasks in a variety of construction and maintenance activities. • Learn to operate a variety of tools and equipment. • Perform heavy manual tasks for extended periods. • Purchase operating supplies and keep track of receipts for further processing. • Make recommendations to supervisor on operating and maintenance matters involving personnel, equipment, procedures, policies, etc. that will improve department functions. • Establish and maintain cooperative working relationships with those contacted in the course of work, including co-workers, other departments, other agencies, vendors, and the public. • Communicate effectively, in English, both verbally and in writing. TOOLS AND EQUIPMENT USED • Common industry motorized vehicles and equipment, including dump truck, pickup truck, utility truck, skid steer, aebi tractors, tamper, plate compactor, saws, pumps, areole propane kettle, compressors, sanders, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone, ditch witch, computer. • Specialized equipment including backhoe/loader, front-end loader, street sweeper, jetting/vacuum truck, and underground utility televising equipment and accessories.
