APPROVING A REVISED POSITION DESCRIPTION FOR SEASONAL
MAINTENANCE WORKER IN THE PUBLIC WORKS DEPARTMENT
WHEREAS, temporary seasonal maintenance workers are employed in the
Public Works Department during summer and non-winter months to provide the
necessary semi-skilled and general maintenance work force to address peak work
demands, whereby reducing the encumbrance to the City by not having to hire
permanent maintenance positions with higher salaries and benefits; and
WHEREAS, the City Council approved the 2013 seasonal maintenance positions
on February 11, 2013 (Res. 8060); and
WHEREAS, the current version of the Seasonal Maintenance Worker position
description is in its original 1997 state and is brief and not very descriptive; and
WHEREAS, staff has reviewed the position description and is proposing
revisions that increase and better describe the details of the duties, responsibilities, and
requirements of the position.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota that the attached Seasonal Maintenance
Worker position description for the Public Works Department is hereby approved.

POSITION DESCRIPTION
Position Title: Seasonal Maintenance Worker
Department: Public Works—Operation and Maintenance (O&M) Division
Accountable to: Director of Public Works
FLSA Status: Non-Exempt, Temporary/Seasonal
PRIMARY OBJECTIVE OF POSITION
To provide support and assist full-time maintenance workers in their duties and responsibilities by
performing a variety of semi-skilled and general maintenance work activities for municipal
infrastructure and equipment associated with drinking water supply, treatment, storage, and
distribution system; wastewater collection system; stormwater conveyance, ponds, and treatment
systems; streets, trails, and right-of-way; parks and recreation facilities; and buildings and grounds.
SUPERVISION RECEIVED
Supervised by and works under the general guidance and direction of a Public Works Supervisor.
Regularly receive secondary in-field supervision by full-time Maintenance Workers on work crew.
SUPERVISION EXERCISED
No direct supervision is exercised by this position.
ESSENTIAL DUTIES AND RESPONSIBILITIES
All subdivisions:
• Provide support and assist full-time maintenance employees in completion of their duties and
responsibilities by participating in various maintenance and repair work tasks. Participate on an
assigned work crew and assist other maintenance subdivisions as directed.
• Operate a variety of tools and light equipment including hand tools, power tools, push and riding
lawn mowers, and utility carts. Drive pickup trucks and small equipment to job sites and during
performance of work activities. Clean and keep in good working order all tools, equipment, and
vehicles used.
When assigned to the Parks and Facilities (Parks) subdivisions:
• Perform and participate in turf maintenance and landscape duties in parklands and grounds
including mowing and edging lawns and athletic fields, rough cutting, pulling weeds, raking,
seeding and sodding, mulching, watering plants and trees, sweeping, removing litter, trimming
trees and shrubs, and clearing fallen trees, brush, leaves, and debris.
• Perform and participate in park and recreation facilities maintenance duties including grooming
(dragging) baseball and softball fields, chalking and painting athletic field lines, cleaning and
repairing playground equipment, installing and repairing tennis court and soccer nets, adjusting
irrigation system, and painting and repairing hockey rink boards.
• Perform janitorial and light building maintenance duties in park buildings and shelters including
cleaning and sanitizing restrooms, stocking supplies, picking up litter, emptying trash containers,
painting, washing windows, and cleaning outdoor furniture.
• Assist in the installation of trees, shrubs, perennials, annuals, and native grasses. Participate in
maintaining planting beds and garden areas in parklands and building grounds.

When assigned to the Streets and Stormwater(Streets) subdivisions:
• Perform and participate in asphalt pavement maintenance and repairs to streets, trails, and parking
lots involving pothole patching, overlays, crack filling, fog sealing, and new construction. Assist in
concrete maintenance and repairs to curbing and sidewalks involving cleaning, removal and
replacement, crack repairs, joint rehabilitation, and new construction.
• Perform plant and turf maintenance and landscape duties in street and trail rights-of-way including
mowing and edging, rough cutting, pulling weeds, raking, seeding and sodding, mulching, watering
plants and trees, sweeping, trimming trees and shrubs, and clearing fallen trees, brush, and debris.
• Participate in maintenance and repairs to stormwater ponds, ditches, structures, and pipes
including cleaning, rough cutting, pulling weeds and non-native vegetation, removing and placing
riprap, grading and reseeding, sediment removal, and removing trees, brush, and litter.
• Assist with traffic control activities including replacing traffic signs and posts, painting pavement
markings, and installing and removing temporary traffic control devices.
When assigned to the Drinking Water and Wastewater (Utilities) subdivisions:
• Assist with maintaining, cleaning, inspecting, and repairing sanitary sewer pipes, manholes, lift
stations, force mains, pumps, and equipment associated with the wastewater collection system.
• Assist with maintaining and repairing the drinking water system components including flushing
hydrants, reading and replacing water meters, and turning gate valves.
• Assist with other utility-related activities including utility locates, inspections, as-built records,
inflow/infiltration investigations, painting, repairing fences, landscaping, and grounds maintenance.
OTHER DUTIES AND RESPONSIBILITIES
• Run various errands including picking up parts and supplies, transporting vehicles and equipment,
delivering handouts and notices, fueling vehicles, and other miscellaneous chores.
• Participate in clean-up and debris removal after significant storm events.
• Perform special projects as assigned.
• Performs other duties and responsibilities as apparent or assigned by the Public Works Supervisor.
MINIMUM QUALIFICATIONS
• Must be at least 18 years old by first day of employment.
Education:
• Formal or informal education or training which ensures the ability to read, write, and compute at a
level necessary for successful job performance. High School Diploma or GED is desirable.
Experience:
• No experience required.
Licenses and Certificates:
• Possession of a valid Minnesota driver's license.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
• General principles and practices of maintenance in assigned subdivision.
• Care and operation of a variety of hand tools, power tools, and maintenance equipment.
• Safe work practices.

Skill in:
• Performing entry-level maintenance activities.
Ability to:
• Work independently or on a team and complete daily work tasks and multi-day project assignments
while meeting a work schedule.
• Perform difficult manual labor tasks including lifting heavy objects, stooping, bending, and twisting;
including performing work tasks for extended periods of time and in adverse weather conditions.
• Learn how to perform general and semi-skilled tasks in a variety of construction, maintenance,
repair, and inspection activities; learn how to operate tools and equipment in a safe and effective
manner.
• Understand and follow oral and written instructions.
• Establish and maintain cooperative working relationships with those contacted in the course of
work, including co-workers, other departments, other agencies, vendors, and the public.
• Communicate effectively, in English, both verbally and in writing.
TOOLS AND EQUIPMENT USED
• A variety of hand tools including shovels, rakes, hoes, lutes, brooms and brushes, compactors,
loppers, hand and pole pruners and saws, post drivers, and hammers.
• Various power tools and light equipment including push lawn mowers, weed whips, blowers, hedge
trimmer, brush cutter, sod cutter, hedge trimmer, roto-tiller, jack hammer, auger, chalking and
striping machine, drills, sanders, and saws.
• Vehicles and other equipment including pickup trucks, riding mowers, utility and golf carts,
compactor, and painting machine as required by maintenance subdivision.
PHYSICAL DEMANDS/WORK ENVIRONMENT
The physical demands and work environment characteristics described herein are representative of
those physical demands that must be met by an employee to successfully perform the essential
functions of this job and those work environment characteristics an employee encounters while
performing the essential functions of this job. Reasonable accommodations may be made to enable

While performing the duties of this job, the employee is regularly required to use hands and fingers,
including handling, feeling, and operating various objects, tools or controls. The employee is
frequently required to stand, talk, and hear and regularly reach with hands and arms, walk, sit, climb,
balance, stoop, kneel, crouch, crawl, and have a sense of smell. The employee must frequently lift
and/or move up to 25 pounds and occasionally lift and/or move up to 75 pounds. Specific vision
abilities required by the job include close vision, distance vision, color vision, peripheral visions, depth
perception, and the ability to adjust focus.
While performing the duties of this job, the employee regularly works in outside weather conditions
that vary from hot to cold and dry to humid. The employee frequently works near moving mechanical
parts and equipment and is exposed to vibration. The employee may occasionally work in high,
precarious places and is occasionally exposed to fumes or airborne particles. The noise level in the
work environment is usually loud.
