<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 4864 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION OF SUPPORT IN THE EFFORTS OF THE SPRING LAKE <br />PARK/BLAINE/MOUNDS VIEW FIRE DEPARTMENT TO OBTAIN LEGISLATION <br />ENABLING THE DEPARTMENT TO EMPLOY VOLUNTEER FIREFIGHTERS FOR <br />PREVENTION DUTIES <br /> <br />WHEREAS, fire kills more than 5,000 individuals every year <br />in the United States and damages more than 11 billion dollars in <br />property every year; and <br /> <br />WHEREAS, in the State of Minnesota, more than 350 people <br />have died from fire and more than 590 million dollars of property <br />has been destroyed by fire over the last five years; and <br /> <br />WHEREAS, the cost of having available emergency fire <br />response capability is estimated to exceed 1.5 billion dollars on <br />an annual basis in the State of Minnesota. <br /> <br />WHEREAS, an average of 125 firefighters are killed every <br />year in the united States combating fire, the vast majority of <br />which deaths DO NOT occur on the fire ground; and <br /> <br />WHEREAS, the State of Minnesota's fire problem and the <br />Community of Mounds View's fire problem are similar in nature to <br />the national problem; and <br /> <br />WHEREAS, the leading of cause of accidental death for <br />children under the age of five is fire; and <br /> <br />WHEREAS, proof exists throughout the World, Nation, State <br />and selected Minnesota cities that FIRE PREVENTION CAN AND DOES <br />WORK TO SAVE LIVES AND PROPERTY with considerably less cost and <br />danger to all emergency responders; and <br /> <br />WHEREAS, the City of Spring Lake Park experienced a fire <br />death in 1994 and the City of Mounds View has experienced fire <br />deaths in its history; and <br /> <br />WHEREAS, the city of Mounds View is committed to combating <br />fire equally through prevention and suppression and is equally <br />committed to increasing the prevention effort. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City of Mounds View <br />categorically supports the efforts of its fire department, the <br />Spring Lake Park Fire Department, Inc., to obtain legislation <br />l~nabling the department to employ volunteer firefighters who <br />perform prevention duties as a primary responsibility and <br />receive, among other things, compensation in the form of a <br />volunteer firefighter's pension. <br />
