<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLllTION NO. 5369 <br /> <br />A RESOLUTION ESTABLISHING CABLE TELEVISING OPERATING POLICIES <br />FOR CITY OF MOUNDS VIEW CITY MEETINGS <br /> <br />\VHEREAS, the Mounds View City and thc Mounds View CabIc Television Committee have <br />discussed the merits of a policy for camera usc and televising of city meetings; and <br /> <br />WHEREAS, the Council and Committee have reached an agreed upon set of operating policics; <br /> <br />BE IT NOW RESOLVED, that the Mounds View City Council approves the following <br />operating policies for all future televised city meetings: <br /> <br />Policies for Cablecasting Meetings of the Mounds View City Council <br />And Designated Commissions of Government <br /> <br />Procedural Policy <br />1. The Technical Dircctor is responsibJe for camera coverage of the meeting. <br /> <br />'") All mcetings will be covered "gavel-to-gaveL" which includes evcrything that transpires <br />bctwcen thc official convening and adjournment by thc mecting chairpcrson. <br /> <br />3. <br /> <br />Members ofthc public who wish to address thc convcning body arc required to present <br />their remarks at the podium or at a microphoncd area provided. <br /> <br />4. The Mayor or presiding officer is responsible for dirccting members of the audicnce in <br />the corrcct lIse of the podium microphone or speaking area. <br /> <br />Technical Policy <br />1. Camera shots will be framed to include only the pcrson who is speaking. <br /> <br />2. <br /> <br />Wide shots of the meeting may be used to brietly punctuate camera coverage oflong <br />statcments or reports. <br /> <br />3. <br /> <br />Pauses betwcen shots are necessary to accommodate thc time for the T cchnical Director <br />to choose the ncxt shot and for the wall-mounted automatic camera system in thc Council <br />Chambcr to go from one shot to another. <br /> <br />4. <br /> <br />Camcra shots of citizcns addrcssing the council, commission or committee may includc <br />members of the audience, but thcy are seen only as background to the speaker at the <br />podium or microphoned area. <br /> <br />Mounds Vicw Cable Committee <br />Septcmber 14, J 999 <br />
