CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION CONTINUING TO PARTICIPATE IN THE LOCAL HOUSING
INCENTIVES ACCOIINT PROGRAM UNDER THE METROPOLITAN LIVABLE
COMMUNITIES ACT
CALENDAR YEAR 2000
\VIIEREAS. the Metropolitan Livable Communities Act (Minnesota Statutes Section
473.25 to 473.254) establishcs a Mctropolitan Livable Communities Fund which is intended to
address housing and other development issucs t~lcing the metropolitan area defincd by Minncsota
Statutes section 473 .121; and
WHEREAS, the Metropolitan Livable Communities Fund, comprising the Tax Base
Revitalization Account, the Livable Communities Dcmonstration Account and the Local
Housing Incentives Account. is intended to provide certain funding and other assistance to
metropolitan area municipalities; and
WHEREAS, a metropolitan area municipality is not eligible to receive grants or loans
under the Mctropolitan Livable Communities Funds or eligible to receive certain polluted sites
cleanup funding from the Minncsota Department of Tradc and Economic Development unless
the municipality is participating in the Local Housing Incentives Account Program under the
Minnesota Statutes section 473.254; and
WHEREAS. the Metropolitan Livable Communities Act requires the Metropolitan
Council to negotiate with cach municipality to establish affordable and life-cycle housing goals
for that municipality that are consistent \:vith and promote the policies of the Metropolitan
Council as provided in the adopted Metropolitan Development Guide; and
WHEREAS, Mounds View has identified to thc Metropolitan Councilthc actions the
municipality plans to take to meet the established housing goals through preparation of the
I-lousing Action Plan; and
WHEREAS, the MetropoJitan Council has adopted. by resolution after a public hearing,
negotiated affordable and life-cyele housing goals for Mounds View; and

WHEREAS, a metropolitan area municipality which elects to participate in the Local
Housing Incentives Account Program must do so by November 15 or each year (extended to
Dccember 31 ): and
NOW, Tf-IEREFORE. BE fT RESOLVED THAT the City of Mounds View hereby elects
to continue to participat~ in the Local Housing fncentives Program under the Metropolitan
Livable Communities Act during the calendar year 2000.
