RESOLUTION NO. 5425 - CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION AUTHORIZING A METROPOLITAN COUNCIL ENVIRONMENTAL SERVICES I & I LOAN APPLICATION WHEREAS, the City Council of the City of Mounds View wishes to apply for a Metropolitan Council Environmental Services I & I loan to perform measures to reduce the Inflow and Infiltration (I &1) in the City's sewer system and: WHEREAS, the corrective measures identified by staff to produce the desired results are, replacing manhole covers, sealing manholes, sealing cracks and joints in sewer mains, televised inspection of mains and initiating a sump pump inspection program and; WHEREAS, these measures will lower the amount of clean water entering the sewer system, thereby lessening the City's wastewater treatment charges, thereby reducing the demand placed on the area treatment plants and; WHEREAS, the City Council authorizes staff to apply for a matching loan of $30,000.00 to initiate and incorporate the preceding measures into the City's current budget and maintenance schedule and; WHEREAS. it is understood that if the corrective measures performed by the City of Mounds View can be verified to be reducing the amount ofT & I for a five year period oftime, the loan payments for those years will be forgiven by Metropolitan Council Enviromnental Services. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Mounds View authorizes staff to apply for a $30,000.00 matching loan offered by Metropolitan Council Environmental Services for the reduction of I & I. " CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA Resolution 5426 A Resolution of Appreciation for Congressman Bruce Vento WHEREAS, The Mounds View City Council wishes to thank Congressman Bruce Vento for his years of service to our community and District Four, and recognize his contributions to his district and our Nation, the City Council hereby notes his achievements: Congressman Vento has represented Mounds View in Congressional District 4 serving continuously since 1977 in the U.S. House of Representatives, and has taken a leadership role on environmental, housing and banking reform issues. He was Chairman of the Natural Resources Subcommittee on National Parks, Forests and Public Lands for over ten years where his strong leadership resulted in protecting hundreds of thousands of acreage and the enactment of over 300 laws preserving the environment from the Boundary Waters Canoe Area Wilderness to the Minnesota National Wildlife Refuge to new parks and wilderness in Alaska and the American Samoa. He has served as a strong conservationist on the Resources Subcommittees on National Parks and Public Lands, and Fisheries Conservation, Wildlife and Oceans. Congressman Vento has served on the Banking and Financial Services Committee and is the Ranking Member on the Subcommittee on Financial Institutions and Consumer Credit. He has been extensively involved in the enactment of major banking laws including legislation to strengthen deposit insurance protections, permit banks to merge and branch on a national basis and to modernize our financial services industry while protecting consumer privacy. He chaired the House Task Force in the aftermath of the Savings and Loans crisis. He is the acknowledged Congressional leader on homeless issues, and has served on the Housing and Community Opportunity Subcommittee. Congressman Vento's leadership and legislative contributions in Congress have earned him significant awards and recognition from the National Committee to Preserve Social Security and Medicare; Common Cause Minnesota; League of Conservation Voters; Concord Coalition; National Council of Senior Citizens; National Taxpayer's Union; Sierra Club; St. Paul Chamber of Commerce; American Legion; Minnesota Peace and Police Officers Association; and the National Alliance to End Homelessness, among others. He has also received the Wilderness Society's prestigious Ansel Adams Award and the . . . National Parks and Conservation Association Conservationist of the Year Award in 1987. For these efforts and his availability to his constituents and communities, the City Council of Mounds View, Minnesota extends its thanks for these many years of service and contributions.
