INCENTIVES ACCOLXr PROGRAM L:\DER THE METROPOLITAN LIVABLE
COl\'BIU:\ITIES ACT
CALENDAR YEAR 2001
WHEREAS. th~ i'vIctropolitan Li\'able Communitics Act (Minnesota Statut~s S~ction
473.25 to 473.254) establishes a Mctropolitan Li\'ablc Communitics Fund \\hich is intended to
addrcss housing and other development issues 1~lcing the metropolitan arca delined by Minncsota
Statutcs section 473.12L and
\VII FREAS, thc Metropolitan Linlble Communities Fund. comprising the Tax Base
Rcvitalization Account the Livable Communitics Demonstration Account and thc Local
Housing Inccntives Account is intendcd to provide certain funding and othcr assistance to
metropolitan area municipalitics; and
\VIIEREAS. a metropolitan arca municipality is not eligible to rcceive grants or loans
undcr the Mctropolitan Li\ahle Communities Funds or cligible to reccive certain polluted sitcs
cleanup runding from thc \Jlinnesota Department of Trade and Economic Development unless
thc municipality is participating in the Local Housing Incentives Account Program under the
\1inncsota Statutes scction 473.254; and
WIIEREAS. thc Metropolitan Livable Communities Act requires thc \J1etropolitan
Council to negotiatc with cach municipality to establish affordable and life-cycle housing goals
lor that municipality that arc consistent \\ith and promote the policics of the Metropolitan
Council as provided in the adopted \Jletropolitan Development Guidc; and
WHEREAS, Mounds Vicw has idcntiJied 10 the Metropolitan Council the actions the
municipality plans to take to mcet the establishcd housing goals through preparation orthe
Housing Action Plan; and
WIIEREAS, thc Mctropolitan Council has adoptcd, by resolution alter a public hearing.
negotiatcd afrordable and lite-cycle housing goals for Mounds View; and
WIIFREAS. a metropolitan area municipality which elects to participate in the Local
Housin!llncentivcs Account Pro!!fammust do so bv November 15 or cach year (extended to
