RESOLUTION APPROVIl\G THE PRELI:\lINARY PLAT FOR
THE MERl\'IAID ADDITION MAJOR SUBDIVISIO:\~
MOUNDS VIE\V PLANNING CASE NO. PDOO-002
WHEREAS. Daniel Hall, Prcsident ofThc Mcrmaid. has applied for a Major Subdivision
to cxpand the cxisting i'vlcrmaid property by adding the adjoining I01l11Cr Rent-All propcrty. the
south 361 feet ofthc vlounds View Business Park South property, and the Music Off Ten
property; and.
WHEREAS. thc legal descriptions lor thc propcrties to bc platted are as follows:
(See attached EXHIBIT /1.)
WHEREAS, thc proposed plat is namcd "'\1rR\L\ID ADDITION" and contcmplatcs
rcorganizing the abovc parcels into one developable lot and onc outlot; and.
WHEREAS. thc arca ofthc proposed "MER\IAID ADDITIO:\" is 9.36 acres; and.
WHEREAS, thc Mounds View City Council has rcvie\vcd the following documcnts
relative to this proposal:
I. Application, dated May 8, 2000
2. Zoning Map
3. Planning Commission Rcsolution ()38-00
4. Preliminary Plat. date-stamped Novembcr 7, 2000
5. Staff Report.
WHEREAS. on Octobcr 10.2000, the City Council of the City of Mounds View
approvcd Resolution 5458 \vhich approved the Mcrmaid Planncd Unit Dcvelopmcnt (PUD); and,
WHEREAS. thc Comprchensive Plan recommended lor approval by thc Planning
Commission designates the parcels associated with thc Me1l11aid PUD and major subdivision as
RC-PUD. Regional Commercial Planncd Unit Dcvelopment; and.
WHEREAS. according to ycar 2000 Ramsey County propcrty value assessmcnts, the
total land valuc ofthc propcrties involved is 5913,057; and.
WHEREAS. Chapter 1204 of the Municipal Codc states that all subdivisions and plats of
land to be uscd lor commercial or industrial purposes are subject to park dedication rcquiremcnts

amounti ng to ten percent 0 r the most current assessed land val ucs; and.
WHEREAS. according to Chapter 1204 orthe Municipal Code, the applicable park
dedication fec for this major subdivision is 592,306; and.
WHEREAS. the :'v1ounds View Planning Commission has adopted Rcsolution 638-00. a
resolution which recommcnds to the Mounds Vicw City Council approval of the Mermaid
Addition preliminary plat.
NOW. THEREFORE BE IT RESOLVED. thc Mounds View City Council does hcreby
approve the preliminary plat of the Mermaid Addition major subdivision. subject to the
follO\ving stipulations:
I. Thc City Attorncy shall pcrform a plat opinion regarding the m,-~ior subdivision to
determinc consistency with applicable codcs and statutes as well as to ensure that all
of the registercd O\vncrs of the properties and those parties having an interest in the
propertics are represented and accounted for.
2. The developer shall execute a sign casement documcnt which dedicates to the City or
Mounds View the forty t()ot triangle at the corner of Higl1\vay 10 and County Road H
as shown on the preliminary plat for a City gateway sign.
3. The developer shall file the Final Plat \vith the C'ity for its approval no later than six
months after approval has becn granted for the preliminary plat, othenvise thc
preliminary and final plat will bc considered void. unless an cxtension has becn
requested by the developcr for good cause and granted by the City Council.
4. Thc developer shall submit the applicable park dedication rcc of 592.306 prior to the
City signing the final plat.
