RESOLUTION AUTHORIZING THE DISTRIBUTION OF A REQUEST FOR
PROPOSALS (RFP) FOR A DESIGN CONSULTANT TO DEVELOP AND
RECOl\'Il\IEl\"D A HIGH\VAY 10 RECONSTRUCTION AND REVITALIZATION PLAN,
SPECIAL PLANNING CASE SP077-00
WHEREAS, thc City of Mounds Vicw desires to employ the services of a design
consultant to dcvclop and rccommend a Highway 10 reconstruction and revitalization plan; and,
\VHEREAS. based upon thc City's direction and the ctTorts ofthc Higl1\vay 10 Steering
Committee, Springsted Incorporated drafted a Request For Proposals (RFP), attachcd hereto as
Exhibit A; and,
\VHEREAS, the RFP seeks a qualified design consultant to address the following
generally describcd issues:

What can be done along the Highway 10 con-idor to increase pedestrian and tral'lIc safety?
What can be done to change the appearance of the Highway 10 corridor from a freeway to
a community boulevard and enhance community identity?
What can bl: done with the Highway 10 con-idol' to encourage I:conomic <.kve1opment'!
WHEREAS, the RFP was identified as onc of the shOlt-term administrative actions to
support the approved Highway 10 Action Plan; and,
WHEREAS, the proposals are to be received by the City no later than February 16,2001.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council does
hcrcby authorize stafTto distribute the Request For Proposals for a design consultant to develop
and recommend a Highway 10 reconstruction and revitalization plan.
