CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION AUTHORIZING THE HIRING OF A POLICE OFFICER
WHEREAS, members of the Police Civil Service Commission constisting of three members and
serving the Citizens of Mounds View; and
WHEREAS, based upon the recommendation of the Police Civil Service Commission and the
submission of three names for consideration the City Council shall cause the hiring of a police
officer to occur; and
WHEREAS. the City Council has determined that a police officer shall be hired by the city, and
begin a probationary period of one year before permanent status
NOW, THEREFORE. BE IT RESOVLED That the Mounds View City Council does hereby
authorize the hiring of Kirk L. Leitch.
BE IT FURTHER RESOLVED that Kirk L. Leitch will begin employment with the City of Mounds
View within 30 days. Salary will be administered as follows per union contract:
. Effective January 1. 2000 2001-3% 2002-4%
Starting Wage 2,684.64 2,792.03
(65% of Top Patrol Rate)
After 6 months continuous service 2,891.15 3,006.80
(70% of Top Patrol Rate)
After 12 months continuous service 3.304.18 3,436.34
(80% of Top Patrol Rate)
After 24 months continuous service 3,717.20 3,865.89
(90% of Top Patrol Rate)
After 36 months continuous service 4,130.22 4,295.43
(100% of Top Patrol Rate)
All Benefits will apply as determined by union contract and the City of Mounds View personnel
policy.

REQUEST FOR AN OFFICE BUILDING LOCATED AT 2720 HIGH'VAY 10~
PLANNING CASE NO. DEOI-002.
WHEREAS. Minnesota Institute of Public Health has applied for a developmcnt rcview to
construct a 16,912 square root office building at 2720 Highway 10; and,
WHEREAS, the subject property is zoned PUD, Planed Unit Development, is designated
as a "Mixed Use PUD" use on the Comprehcnsive Plan and is legally described as follows:

WHEREAS, according to Section 1006.06 ofthc Mounds View Municipal Code, any new
construction or expansion of existing l~lcilities requires the approval of a development review; am!'
WHEREAS, according to the adopted Development Agreement pertaining to the
Silverview Estates Planned Unit Development, a maximum 25,000 square reet of commercial
oftice is a pellllitted use on this lot; and,
WHEREAS. the Mounds Vicw City Council has reviewed the following documents
regarding this proposal:

building will be set back 50 feet fi'om the property line fronting Highway 10, will be 13,911
square feet vvith a 3.000 square foot first le\'c1 e\:pansion and a (J,()()O square foot second story
c\:pansion: and,
'VHEREAS, the number of parking stalls required for full build out (12,911 square fcet)
is 91 stalls. of which 70 will be constructed immcdiately, the remaining 21 marked as proofor
parking to be constructed in conjunction with the second building c\:pansion: and,
'VHEREAS, thc City Forester has rev'ievwd and approved the L.andscape Plan; and,
'VIIEREAS. the Fire Marshal has reviewed and approved the site plans in terms or
access, dri\'e aisle width and other Fire Department requirements and considerations; ancl,
\VHEREAS. the photomctric analysis, date stamped 1/1/0 I, complies with the City Code
Section II m.O() pcrtaining to lighting and glare.
:\0'" THEREFORE BE IT RESOLVED that the Mounds Viev\' City Council, finding
that all orthc requirements of the Zoning Code and peD Document ha\'e been met. approves the
development re\'iew request for the construction or a 13,912 square foot oHice building with a
possible first-story e\:pansion of 3,000 square feet and a possible 6JlOO square root second story
e\:pansion at 2720 Highway 10, subjcct to the following stipulations:
I. Barricr curbing (8 ()-I 1) shall be installed around the perimeter of the parking lot, islands
and access drive.

3. One monument sign shall be allowed not to e\:cecd eight (8) feet in height or one hundred
(100) square feet in area. The base of such sign shall bc constructed or masonry or stone
materials to match the building. ;\ pole or pylon type sign is prohibited.
4. All architectural reatures and building treatments shall be consistent along all elevations
oCthe building.
5. The site plan shall be revised to show a 30-foot wide access to Highway 10 and to show
detail for the proposed garbage dumpster enclosure. The enclosure shall be solidly
constructed and shall be finished with masonry materials to match the building. The gate
to the enclosure shall have a latching or locking mcchanism and shall completely shield
li'om \'iew the interior contents orthe enclosure.
6. The Grading, Drainage and Utility Plan shall be revised to show a SWede running between
the building and the southeast property line to ensure that storm\\'ater runoff does not
tlO\\' onto the adjoining property.
7. The applicant shall submit to the City a cash payment of$14,115 in licu of constructing

and installing required trailway and lighting corridor improvements.
8. A development agreemcnt which sets I'orth all oI'the terms, conditions, requirements,
guarantees and plans for the orderly developmcnt of thc land shall be executed and
recorded ,vith Ramsey County as requircd hy Section IOO("()6, Sllbd. 4 of the City Codc.
9. The applicant shall cxecute and record with Ramsey County a utility eascmcnt document
which cOl1\'cys to Fi,.c D Limited (the Holiday Stationstorc) a non-exclusivc right to
maintain and repair iCnecessary the ,vater and sanitary lines servicing their propcrty. A
copy of this recorded document shall be kept on lilc with the City.
10. The applicant shall execute and record with Ramsey County a parking easement
agreemcnt in the I~l\"or of Realife Cooperative of Mounds View which conveys to Reali fc
the non-cxclusive right to park in thc MIPH lot during weekcnds and specified holidays.
A copy of this recorded document shall be kcpt on tile with the City.
II. The applicant shall obtain a permit from Ramsey County for any and all \vork to he
perCormed within the llighway 10 right of\\'ay. including hut not limited to the proposed
acccss dri,'e onto Highway 10.
