RESOLUTION 5541 A CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION AUTHORIZING THE HIRING OF A POLICE OFFICER WHEREAS, members of the Police Civil Service Commission constisting of three members and serving the Citizens of Mounds View; and WHEREAS, based upon the recommendation of the Police Civil Service Commission and the submission of three names for consideration the City Council shall cause the hiring of a police officer to occur; and WHEREAS. the City Council has determined that a police officer shall be hired by the city, and begin a probationary period of one year before permanent status NOW, THEREFORE. BE IT RESOVLED That the Mounds View City Council does hereby authorize the hiring of Kirk L. Leitch. BE IT FURTHER RESOLVED that Kirk L. Leitch will begin employment with the City of Mounds View within 30 days. Salary will be administered as follows per union contract: . Effective January 1. 2000 2001-3% 2002-4% Starting Wage 2,684.64 2,792.03 (65% of Top Patrol Rate) After 6 months continuous service 2,891.15 3,006.80 (70% of Top Patrol Rate) After 12 months continuous service 3.304.18 3,436.34 (80% of Top Patrol Rate) After 24 months continuous service 3,717.20 3,865.89 (90% of Top Patrol Rate) After 36 months continuous service 4,130.22 4,295.43 (100% of Top Patrol Rate) All Benefits will apply as determined by union contract and the City of Mounds View personnel policy. DEOI-002. WHEREAS. Minnesota Institute of Public Health has applied for a developmcnt rcview to construct a 16,912 square root office building at 2720 Highway 10; and, WHEREAS, the subject property is zoned PUD, Planed Unit Development, is designated as a "Mixed Use PUD" use on the Comprehcnsive Plan and is legally described as follows: Lot .l. Barricr curbing (8 ()-I 1) shall be installed around the perimeter of the parking lot, islands and access drive. ! A II uti I it ies to the bui Iding shall be installed underground. 3. One monument sign shall be allowed not to e\:cecd eight (8) feet in height or one hundred (100) square feet in area. The base of such sign shall bc constructed or masonry or stone materials to match the building. ;\ pole or pylon type sign is prohibited. 4. All architectural reatures and building treatments shall be consistent along all elevations oCthe building. 5. The site plan shall be revised to show a 30-foot wide access to Highway 10 and to show detail for the proposed garbage dumpster enclosure. The enclosure shall be solidly constructed and shall be finished with masonry materials to match the building. The gate to the enclosure shall have a latching or locking mcchanism and shall completely shield li'om \'iew the interior contents orthe enclosure. 6. The Grading, Drainage and Utility Plan shall be revised to show a SWede running between the building and the southeast property line to ensure that storm\\'ater runoff does not tlO\\' onto the adjoining property. 7. The applicant shall submit to the City a cash payment of$14,115 in licu of constructing . . . A copy of this recorded document shall be kept on lilc with the City. 10. The applicant shall execute and record with Ramsey County a parking easement agreemcnt in the I~l\"or of Realife Cooperative of Mounds View which conveys to Reali fc the non-cxclusive right to park in thc MIPH lot during weekcnds and specified holidays. A copy of this recorded document shall be kcpt on tile with the City. II. The applicant shall obtain a permit from Ramsey County for any and all \vork to he perCormed within the llighway 10 right of\\'ay. including hut not limited to the proposed acccss dri,'e onto Highway 10.
